The Town of Salem is seeking an experienced and knowledgeable Director of Municipal Services. This is a full-time position requiring a high degree of general and specific public works knowledge, self-motivation, and ability to work within a complex town environment with big-community infrastructure.

What You'll Do

- Oversees the daily activities of the Municipal Services Department, evaluates the effectiveness of the operations, and initiates corrective action when required. Municipal Services Divisions include Engineering, Fleet, Streets and Shops, Solid Waste, Parks and Properties, Water and Sewer.
- Work with division managers to develop the Municipal Services strategic plan and establish goals and objectives to measure results.
- Provide leadership and develop trusting and collaborative working relationships throughout all divisions and departments of the Town.
- Budget for operations and capital improvements in all divisions, monitor budgets regularly and adjust as needed. Capture and record cost data associated with daily operations.
- Serve as a member of the Town Manager's Executive team and other committees as assigned.
- Develop and maintains inventories of the Department's resources and systems as directed.
- Directly interfaces with contractors. Receives questions and complaints from the public, other departments, other agencies and recommends appropriate responses.
- Attends and participates in a variety of meetings as directed.
- Participates in preparations of requests for proposals and specifications.

Requirements:

- Bachelor's degree in public and/or business administration, engineering or related field from an accredited college or university.
- Licensure as a skilled engineer.




- Minimum of ten years of progressively responsible experience in municipal government in the areas of administration, public works, or related field with at least five years management experience.
- Experience must include development and implementation of strategic long-range plans, operations, and capital improvement budgeting, developing goals, evaluating performance, and holding others accountable for results.
- Extensive knowledge of best practices in the delivery and management of public works services.
- Extensive knowledge of leadership practices including the ability to supervise, motivate and inspire others.
- Ability to function in high pressure and/or emergency situations.
