Key Responsibilities

- Build the India HR system from the ground up
- Register and establish the India subsidiary / legal entity, liaising with local legal counsel, registration agents and banks
- Build a full-process HR system: recruitment, onboarding & offboarding, attendance, payroll, performance, training and employee relations
- Lead HRIS / Payroll selection and implementation, integrated with China HQ digital platforms
- Develop India-localized employee handbook, policies and procedures (bilingual CN-EN)
- Workforce management across plant construction phases
- Infrastructure: manage labor compliance of EPC contractors, civil contractors and outsourced crews — BOCW welfare fund, contract-worker registration, minimum wage and working-hours compliance
- Commissioning: recruit and onboard core operations roles (plant manager, production manager, quality, equipment maintenance) with the engineering team
- Mass-production ramp-up: lead large-scale hiring, build secure channels (ITI / Polytechnic / local agencies) and manage high turnover
- Define headcount plans, hiring pace and budgets with business leaders at each phase
- India labor law compliance and risk management
- Implement central and state-level labor laws covering employment, social security, wages and benefits
- Handle labor disputes, union communications and regulatory inspections with local counsel and accountants; Tamil Nadu's strong union tradition requires proactive communication and grievance mechanisms
- Establish the POSH (Prevention of Sexual Harassment) committee and internal grievance mechanism
- Coordinate HR-related requirements in plant permits (Factory Inspectorate / Pollution Control Board / Fire NOC)
- Chinese expatriate management and localization
- Handle Employment / Business Visa applications, renewals and dependent visas
- Coordinate personal income tax filing, FEMA compliance and social security arrangements




- Build expatriate support: housing, transportation, healthcare, children's schooling
- Drive cross-cultural integration between Chinese and Indian teams
- Recruitment, compensation and talent development
- Lead hiring for core local roles (plant manager, operations manager, sales, technical, finance)
- Build India-market recruiting channels and employer branding (Naukri, LinkedIn India, local universities)
- Design market-competitive compensation balancing local benchmarks and China HQ structures
- Drive talent development, performance management and succession planning in a 15-25% turnover market
- HQ collaboration and reporting
- Report India HR progress, risks and recommendations to the China HQ HRD
- Contribute India-market perspectives to global HR policy
- Support cross-functional coordination with HQ in finance, tax, legal and administration

Qualifications

- Work experience: 8+ years in HR, including 3-5 years of hands-on HR management in India; plant construction preparation experience strongly preferred
- Industry background: factory HR experience in manufacturing (PV / electronics / automotive / appliances), able to independently support a 200+ employee plant through infrastructure to mass production
- Overseas experience: hands-on experience in Chinese companies' expansion into India; familiar with China-India team collaboration pain points and solutions
- Compliance: proficient in Indian laws and regulations, with practical experience in labor disputes, regulatory inspections and union communications
- Language: English as working language, communicating fluently with local employees, government agencies and lawyers; Hindi / Tamil a plus
- Cultural adaptability: deep understanding of India's diverse cultures, religions and employee expectations; open to long-term posting in India
- Adaptability: comfortable with the high-dynamics, high-intensity pace of the plant build-up phase
