To lead and manage the Contracts & Procurement (C&P;) function of HCG Group’s CGD operations across multiple GAs (Geographical Areas), ensuring cost-effective, timely, transparent, and compliant procurement and contracting processes that support the organization’s strategic goals in infrastructure development, operations, and business growth.

Key Responsibilities

- Strategic Procurement Planning:

· Develop and execute the procurement strategy in line with project timelines, operational goals, and regulatory norms.

· Establish annual procurement budgets and procurement plans in coordination with Projects, Operations, and Finance teams.

- Contracts Management:

· Lead end-to-end contracting process including drafting, evaluation, negotiation, and execution of EPC contracts, rate contracts, and service-level agreements (SLAs).

· Ensure legal and financial safeguards are in place in all high-value contracts.

· Monitor contract lifecycle including renewal, closure, and dispute resolution mechanisms.

- Tendering & Bidding Process:

· Manage transparent and efficient tendering processes for materials, services, and turnkey works.

· Ensure technical and commercial evaluations are completed within stipulated timelines.

· Maintain strict compliance with internal DOP (Delegation of Power) and PNGRB regulations.

- Material Procurement & Delivery Coordination:

· Oversee procurement of key CGD components such as MDPE/GI pipelines, CNG compressors, cascades, PRS, SCADA, meters, valves, etc.

· Ensure timely material availability at project sites to prevent delays.

· Coordinate logistics and monitor inventory levels in collaboration with warehouse and logistics teams.

- Vendor Development & Management:

· Identify, qualify, and onboard reliable vendors and contractors across categories.





· Build long-term vendor partnerships and foster competitive bidding practices.

· Conduct periodic vendor performance reviews and maintain updated supplier database.

- Compliance & Risk Mitigation:

· Ensure compliance with all applicable legal, statutory, environmental, and regulatory requirements including GST, PNGRB guidelines, and procurement audit protocols.

· Develop SOPs and systems for documentation, approval workflows, and audit readiness.

- Team Leadership & Systems:

· Build and lead a competent C&P; team at the corporate and site levels.

· Drive digital transformation by implementing procurement tools, ERP (preferably SAP), and real-time dashboards for visibility and tracking.

Qualifications & Experience:

· Educational Qualification:

o B.E./B.Tech (Mechanical/Electrical/Civil or related engineering discipline) – Mandatory o MBA/PGDM in Supply Chain Management, Materials Management, or related fields – Preferred

· Experience:

o 15–20 years of progressive experience in procurement and contracts management.

o Minimum 8–10 years in CGD/Oil & Gas/Infrastructure sector, with hands-on experience in sourcing capital goods, pipeline materials, CNG equipment, and service contracts.

o Proven experience in managing multi-GA CGD operations is desirable.
