Position Overview

OM Infra Limited is seeking a highly accomplished, visionary, and result-driven professional for the position of General Manager – Business Development (GM – BD Head). The incumbent shall be responsible for leading the Company’s strategic business development initiatives, project acquisition activities, tendering and bid management functions, institutional relationship management, and Government liaisoning across infrastructure and EPC sectors.

The role demands a senior professional possessing extensive experience in infrastructure business development, techno-commercial bidding, Government procurement systems, strategic negotiations, and market expansion. The ideal candidate should demonstrate exceptional leadership capability, strong industry networks, sound commercial acumen, and a proven track record in securing high-value EPC and infrastructure projects.

The position shall play a critical role in driving sustainable business growth, strengthening market positioning, and enhancing the Company’s project portfolio across domestic and institutional sectors.

Key Roles & Responsibilities

1. Strategic Business Development

- Develop and implement comprehensive business development strategies aligned with the Company’s vision, annual business plans, and long-term growth objectives.
- Identify, evaluate, and pursue new business opportunities in EPC, infrastructure, water resources, hydropower, irrigation, renewable energy, urban infrastructure, industrial construction, and allied sectors.
- Conduct market intelligence studies, competitor analysis, business forecasting, opportunity mapping, and strategic assessments for informed decision-making.
- Explore new markets, emerging sectors, strategic partnerships, consortium opportunities, and institutional collaborations.
- Develop strong business networks with Government Departments, Ministries, PSUs, consultants, regulatory authorities, financial institutions, and key industry stakeholders.
- Support the Management in strategic planning, expansion initiatives, and revenue growth strategies.

2. Tendering & Bid Management

- Lead the complete end-to-end tendering and bid management lifecycle from opportunity identification to final bid submission and post-bid coordination.
- Review tender documents, eligibility requirements, technical specifications, contractual obligations, risk factors, and commercial conditions.
- Coordinate with Engineering, Estimation, Finance, Legal, Contracts, Procurement, and Project teams for preparation of competitive techno-commercial proposals.
- Ensure timely submission of bids in compliance with tender requirements, statutory provisions, and organizational standards.
- Monitor Government procurement portals, e-tendering platforms, GeM, CPPP, PSU portals, and industry updates for upcoming projects and tender opportunities.
- Analyze bid competitiveness, pricing strategies, risk exposure, and commercial feasibility for project acquisition.
- Participate in bid clarification meetings, negotiations, and contractual discussions with clients and authorities.

3. Government Liaisoning & Institutional Coordination

- Establish and maintain strong professional relationships with Government Ministries, Departments, Regulatory Bodies, Public Sector Undertakings, Autonomous Institutions, and Infrastructure Authorities.
- Facilitate effective liaisoning and coordination with Government agencies for business development initiatives, approvals, project opportunities, and strategic engagements.
- Represent the Company in official meetings, conferences, seminars, industry forums, and stakeholder interactions.
- Maintain continuous engagement with policy developments, regulatory changes, infrastructure initiatives, and Government programs relevant to the Company’s business interests.

4. Client Relationship Management

- Build and maintain long-term professional relationships with clients, consultants, strategic partners, EPC stakeholders, and institutional representatives.




- Strengthen client engagement through effective communication, presentations, strategic discussions, and solution-oriented business approaches.
- Identify client requirements and align business proposals with organizational capabilities and project objectives.
- Support Management in high-level negotiations, commercial discussions, and strategic business presentations.

5. Leadership & Cross-Functional Coordination

- Lead, mentor, and supervise the Business Development and Tendering teams to achieve organizational goals and project acquisition targets.
- Ensure effective inter-departmental coordination for seamless execution of bidding, proposal preparation, documentation, and commercial activities.
- Drive performance-oriented work culture, operational discipline, and professional excellence within the department.
- Provide periodic MIS reports, business pipeline status, tender updates, revenue forecasts, and strategic business insights to the Management.
- Support organizational decision-making through analytical reporting and strategic recommendations.

Desired Candidate Profile

- Extensive experience in Business Development, Tendering, Bid Management, and Government Liaisoning within the EPC and Infrastructure sector.
- Strong understanding of Government procurement procedures, EPC contracts, infrastructure bidding frameworks, and regulatory systems.
- Proven expertise in securing large-scale infrastructure and EPC projects from Government and institutional clients.
- Strong skilled network with Government Departments, PSUs, consultants, and infrastructure-related organizations shall be preferred.
- Excellent leadership, communication, interpersonal, analytical, and negotiation skills.
- Ability to drive strategic growth initiatives and convert business opportunities into successful project acquisitions.
- Strong commercial acumen with capability to evaluate project feasibility, risks, and profitability.
- High level of professionalism, business ethics, and organizational commitment.

Educational Qualification

- Bachelor’s Degree in Engineering / Infrastructure / Civil / Mechanical related discipline from a recognized institution.
- MBA / PGDM in Marketing, Business Management, Operations, or related discipline shall be preferred.

Experience Requirement

- Minimum 15–20 years of relevant professional experience in EPC, Infrastructure, Construction, Water, Irrigation, Hydro, Power, or allied industries.
- Proven track record in handling large-scale infrastructure tenders and successful project acquisition.
- Experience in dealing with Government Departments, PSUs, Infrastructure Authorities, and institutional clients shall be highly preferred.

- Identify new business opportunities across EPC, infrastructure, water, irrigation, hydropower, renewable energy, urban infrastructure, and allied sectors.
- Build a strong pipeline of prospective projects from Government Departments, PSUs, institutional clients, and private sector organizations.
- Explore new business markets, strategic alliances, consortium opportunities, and expansion initiatives.
