- Job Purpose To lead and manage all liaison activities with Government Departments, Local Authorities, Statutory Bodies and other regulatory authorities for obtaining and maintaining project-related approvals, permissions, NOCs, licences and statutory clearances.
The role will be responsible for ensuring timely processing of approvals and effective coordination between Government Authorities, Consultants, Architects, Project Teams and Management to facilitate smooth execution of residential real estate projects.
- Key Responsibilities
A. Government & Statutory Liaison
- Manage end-to-end liaison activities with Government Departments and statutory authorities for residential real estate projects.
- Establish and maintain effective working relationships with relevant Government officials and authorities.
- Coordinate with authorities for project approvals, permissions, NOCs, licences, renewals and statutory compliances.
- Follow up on applications submitted to various Government Departments and ensure timely closure.
- Track approval status and proactively identify delays, issues and dependencies.
- Represent the organization before concerned authorities wherever authorized.
- Ensure proper documentation and records of all applications, approvals, correspondence and statutory documents.
B. Project Approvals & Permissions
Coordinate and follow up for approvals/permissions relating to:
- Planning and building permissions.
- CMDA / DTCP-related approvals, wherever applicable.
- Greater Chennai Corporation / Local Body approvals.
- Fire & Rescue Services approvals/NOCs.
- Pollution Control Board permissions/consents, wherever applicable.
- TANGEDCO / electrical-related approvals and coordination.
- CMWSSB / water and sewerage-related approvals.
- Chennai Metropolitan Water Supply & Sewerage Board coordination.
- Revenue Department / Taluk / VAO-related matters.
- Sub-Registrar Office and registration-related matters.
- RERA-related coordination and statutory documentation.
- Roads, access, drainage and infrastructure-related permissions.
- Lift / electrical / other technical statutory approvals, wherever applicable.
- Completion / Occupancy / related project approvals.
- Labour, BOCW and other project-related statutory permissions, in coordination with HR/Admin/Projects.
C. Land & Property-Related Liaison
- Coordinate with Revenue and Registration authorities for land and property-related matters.
- Follow up on Patta, Chitta, FMB, EC, land records, survey and mutation-related matters.
- Coordinate with Sub-Registrar Offices for registration of relevant documents.
- Support the Legal and Projects teams in resolving land and title-related administrative issues.
- Coordinate for survey, boundary, subdivision, amalgamation and related revenue matters wherever required.
- Maintain proper records of land/property-related applications and approvals.
D. Project & Internal Coordination
- Coordinate closely with Project Heads, Planning, Engineering, Legal, Contracts, Finance, Sales and other departments.
- Understand project requirements and prepare an approval/liaison action plan accordingly.
- Obtain required technical documents from Architects, Consultants and Project Teams for submission to authorities.
- Review documentation for completeness before submission.
- Participate in project review meetings and provide updates on approval status.
- Highlight critical approval dependencies that may affect project schedules.
- Provide regular updates to senior management on pending approvals, expected timelines and critical issues.
E. Consultants & External Agency Management
- Coordinate with architects, liaison consultants, legal consultants, surveyors and other external agencies.
- Monitor consultant performance and ensure timely submission and follow-up of applications.
- Evaluate the effectiveness of external liaison consultants and recommend corrective actions where required.
- Ensure proper documentation and accountability for all consultant activities.
- Coordinate meetings between consultants, project teams and Government authorities as required.
F. Approval Tracking & MIS
- Develop and maintain a comprehensive approval tracker for each project.
- Monitor application date, authority, reference number, current status, pending documents, responsible person and expected approval date.
- Maintain project-wise statutory approval and renewal calendars.
- Escalate delays and critical issues to management.
- Prepare weekly/monthly liaison MIS for Management / MD / Project Heads.
- Maintain an organized repository of approvals, NOCs, licences, correspondence and related documents.
G. Compliance & Renewal Management
- Ensure timely renewal of applicable licences, permissions, NOCs and statutory registrations.
- Coordinate with concerned departments to avoid expiry of critical approvals.
- Monitor changes in Government procedures, documentation requirements and approval processes.
- Coordinate with Legal/Compliance teams on regulatory requirements affecting projects.
- Support internal and external audits by providing required approval records and documentation.
H. Issue Resolution & Escalation
- Identify bottlenecks in approval processes and develop appropriate action plans.
- Coordinate with relevant authorities and consultants to resolve pending issues.
- Handle project-related notices, observations and queries from authorities in coordination with Legal/Projects.
- Ensure appropriate and timely responses to Government communications.
- Escalate high-risk regulatory or project approval matters to senior management.

4. Qualifications
- Graduate degree in any discipline.
- Degree/Diploma in Civil Engineering, Planning, Law, Public Administration or related field will be an advantage.
- Additional qualification in Real Estate / Construction / Regulatory Affairs / Law will be preferred.
5. Required Experience
- 10–15 years of relevant experience in liaison and statutory approval functions.
- Strong experience in residential real estate / construction / infrastructure projects.
- Experience handling Government Departments and Local Authorities in Chennai/Tamil Nadu.
- Should have handled approvals for medium to large-scale residential projects.
- Experience in managing liaison consultants and multiple project approvals will be preferred.
6. Technical & Functional Skills
- Strong knowledge of Government approval processes.
- Knowledge of Chennai/Tamil Nadu statutory authorities and approval procedures.
- Understanding of CMDA / DTCP / GCC / RERA and other relevant regulatory processes.
- Knowledge of Revenue and Registration Department procedures.

- Ability to interpret approval requirements and identify documentation gaps.
- Good knowledge of MS Excel, Word and PowerPoint.

8. Preferred Candidate Profile The ideal candidate should have:
- 10–15 years of hands-on liaison experience in the Chennai real estate/construction sector.
- Strong exposure to Government and statutory authorities.
- Experience in handling approvals for high-rise residential projects.
- Good knowledge of CMDA/GCC/DTCP, Revenue, Registration, Fire, TANGEDCO, CMWSSB and other relevant authorities.
- Strong network and professional working relationships with concerned authorities and consultants.
- Experience in land-related documentation and property approvals.
- Ability to independently manage multiple projects and approval timelines.
- Strong communication, follow-up and problem-solving capabilities.
- Ability to provide clear and timely updates to Senior Management / MD.
9. Role Expectations The Senior Manager – Liaison is expected to independently drive the end-to-end approval and liaison process, from identification of statutory requirements and preparation of documentation through submission, Government follow-up, resolution of observations and obtaining final approvals.
The role should proactively identify approval-related risks and ensure that statutory permissions do not become a bottleneck for project execution, construction milestones, completion and handover.

Pay: ₹700,000.00 - ₹1,000,000.00 per year
