Key Responsibilities
1. Site Safety Management
- Monitor day-to-day construction activities to ensure safe working practices.
- Identify unsafe conditions, unsafe acts, and potential hazards at the site.
- Ensure appropriate corrective and preventive measures are implemented.
1. Safety Inspections
- Conduct regular and periodic safety inspections of the construction site.
- Inspect scaffolding, ladders, excavation, lifting equipment, electrical installations, machinery, PPE, work platforms, etc.
- Maintain records of inspections and observations.
1. Personal Protective Equipment (PPE)
- Ensure workers and staff use appropriate PPE such as helmets, safety shoes, reflective jackets, gloves, goggles, harnesses, etc.
- Check availability, condition, and proper use of PPE.
1. Risk Assessment & Method Statements
- Assist in preparing and reviewing Risk Assessments, Job Safety Analysis (JSA), Method Statements and Safe Work Procedures.
- Identify hazards associated with specific construction activities and recommend control measures.
1. Permit-to-Work System
- Implement and monitor permits for high-risk activities, including:
- Hot work
- Work at height
- Excavation
- Confined-space entry
- Electrical work
- Lifting operations
1. Work-at-Height Safety
- Ensure proper use of safety harnesses, lifelines, guardrails, scaffolding and working platforms.
- Regularly inspect scaffolding and other temporary access arrangements.
1. Emergency Preparedness
- Develop and implement emergency response procedures.
- Ensure availability of fire extinguishers, first-aid facilities and emergency equipment.
- Assist in conducting fire drills, emergency evacuation drills and other mock drills.
1. Accident & Incident Reporting
- Immediately investigate accidents, near misses and dangerous occurrences.
- Prepare incident/accident reports and recommend corrective measures.
- Maintain records of safety incidents and near misses.
1. Safety Training
- Conduct safety induction for new employees, workers and subcontractors.
- Conduct toolbox talks and regular safety awareness programmes.
- Educate workers regarding safe working procedures and PPE requirements.
1. Subcontractor Safety
- Monitor subcontractors and their workers for compliance with project safety requirements.
- Ensure subcontractors follow approved safety procedures and statutory requirements.
1. Legal & Statutory Compliance
- Monitor compliance with applicable occupational safety, construction and labour laws and statutory requirements.
- Maintain required safety registers, inspection records, certificates and documentation.
1. Housekeeping & Site Safety
- Ensure proper housekeeping, debris removal, safe material storage and unobstructed access/egress.
- Monitor site barricading, signage, lighting and pedestrian/vehicle movement.
1. Safety Documentation
- Maintain:
- Daily safety inspection reports
- Toolbox talk records
- PPE records
- Training records
- Incident/near-miss reports
- Equipment inspection certificates
- Safety meeting minutes
- Permit-to-work records
- Safety statistics and compliance reports
1. Coordination
- Coordinate with the Project Manager, Site Engineer, Construction Manager, HR/Admin, subcontractors and workers regarding safety matters.
- Participate in safety meetings and provide recommendations for improving site safety.
Authority of Safety Officer The Safety Officer should have authority to:
- Stop or suspend an unsafe activity where there is an imminent safety risk.
- Direct workers/subcontractors to comply with safety requirements.
- Recommend removal of defective equipment from service.
- Require use of appropriate PPE.
- Report responsible safety violations to project management.
- Recommend disciplinary/corrective action for repeated safety violations.
