Job Purpose The Purchase Head will be responsible for leading and managing the overall procurement function for the organization's real estate and construction projects.

The role will have overall ownership of procurement strategy, vendor development, commercial negotiations, purchase planning, cost optimization, contracts, material procurement, supplier performance and procurement controls across projects.

The position requires a senior procurement professional with deep experience in real estate/construction procurement, strong knowledge of civil and construction materials, established vendor networks, excellent negotiation capabilities and the ability to independently lead procurement decisions at a management level.

Key Responsibilities

- Procurement Strategy & Planning

- Develop and implement the overall procurement strategy aligned with project timelines, budgets and business requirements.
- Plan procurement requirements across multiple ongoing and upcoming real estate projects.
- Establish procurement timelines in coordination with Projects, Engineering, Planning, Stores and Accounts teams.
- Ensure timely procurement of critical materials and services without affecting project schedules.
- Develop procurement processes, controls and standard operating procedures.

2. Strategic Sourcing & Vendor Development
- Identify, evaluate and develop reliable vendors, manufacturers, suppliers and contractors for construction and project requirements.
- Build and maintain a strong vendor network for civil, MEP, finishing and other construction-related materials/services.
- Evaluate vendors based on quality, pricing, capacity, delivery capability, financial reliability and past performance.
- Develop alternate sources for critical materials to reduce supply and price risks.
- Lead vendor empanelment and periodic vendor performance evaluations.

3. Commercial Negotiation & Cost Optimization
- Lead high-value commercial negotiations with vendors, contractors and suppliers.
- Negotiate rates, payment terms, credit periods, delivery schedules, warranties and other commercial conditions.
- Benchmark market rates and ensure competitive procurement.
- Drive cost-saving and value-engineering initiatives without compromising quality or project requirements.
- Review major procurement proposals and commercial evaluations before management approvals.

4. Purchase & Contract Management
- Oversee the complete procurement cycle from requirement identification to order placement and delivery.
- Review and approve purchase recommendations, comparative statements and commercial evaluations within delegated authority.
- Ensure purchase orders and agreements accurately reflect specifications, quantities, rates, timelines and commercial terms.
- Oversee procurement-related contracts,



amendments, rate revisions and vendor agreements.
- Ensure adherence to company approval processes and procurement policies.

5. Project Procurement
- Work closely with Project Heads, Engineering, Site Teams, Planning and Stores to understand project requirements.
- Ensure procurement is aligned with project BOQs, specifications, construction schedules and material consumption requirements.
- Monitor long-lead materials and proactively address procurement risks.
- Ensure timely delivery of materials to project sites.
- Resolve critical vendor and supply issues that may impact project execution.

6. Vendor & Supplier Performance
- Monitor vendor performance on quality, cost, delivery and service levels.
- Conduct regular vendor reviews and take corrective action where required.
- Resolve major commercial and supply-related disputes.
- Maintain strong skilled relationships with key strategic vendors and suppliers.
- Ensure adequate vendor capacity for current and upcoming projects.

7. Inventory & Material Control
- Work closely with Stores and Project teams to monitor material movement and consumption.
- Review material requirements against project plans and consumption patterns.
- Support measures to minimize excess procurement, wastage and material shortages.
- Conduct periodic reviews/site visits for physical stock verification and procurement-related controls.
- Ensure proper coordination between procurement, stores, site and accounts.

8. Procurement Team Leadership
- Lead, mentor and manage the procurement/purchase team.
- Allocate responsibilities and establish clear accountability within the department.
- Review team performance, procurement pipelines and pending requirements.
- Develop the team's capabilities in sourcing, negotiation, vendor management and commercial evaluation.
- Establish effective reporting and review mechanisms.

9. Budget & Cost Control
- Monitor procurement budgets across projects.
- Track purchase commitments, actual procurement costs and budget utilization.
- Identify cost overruns and take corrective measures.
- Prepare procurement cost analysis and management reports.
- Provide management with recommendations on major procurement decisions and market movements.

10. Compliance & Internal Controls
- Ensure procurement activities comply with company policies, approval matrices and delegated authority.
- Establish appropriate checks and controls within the procurement process.
- Ensure proper documentation of quotations, comparative statements, approvals, POs, contracts and vendor records.
- Support internal and external audits relating to procurement activities.

Management Reporting
- Prepare and present regular procurement reports to the Director/Management.
- Report on:
- Procurement status
- Pending purchase orders
- Material delivery status
- Vendor performance
- Cost savings
- Major commercial negotiations
- Procurement commitments
- Critical procurement risks
- Provide management with market intelligence on material prices, vendor trends and supply conditions.

12. Cross-Functional Coordination
- Work closely with Projects, Engineering, Planning, Stores, Accounts, Finance and Management to ensure smooth procurement operations.
- Act as the senior point of escalation for major procurement and vendor-related matters.
- Ensure procurement decisions support project timelines, quality requirements and commercial objectives.

Mandatory Requirements
- 15 years of total experience in Purchase / Procurement.
- Strong and relevant experience in Real Estate Developer / Construction industry is mandatory.
- Proven experience in senior-level procurement management.
- Strong understanding of civil and construction materials, MEP, finishing materials and project procurement.
- Strong track record of vendor development and strategic sourcing.
- Excellent commercial negotiation and cost-control skills.
- Experience handling large-value procurement and commercial negotiations.
- Strong understanding of procurement processes, contracts, purchase orders and commercial terms.
- Experience managing and leading a purchase/procurement team.
- Strong knowledge of ERP/procurement systems and MS Excel.
- Willingness to visit project sites as required.
- Strong communication, leadership, analytical and decision-making skills.

Qualification
- Bachelor's degree in Engineering, Business Administration, Supply Chain, Procurement or a related field.
- Relevant postgraduate qualification in Supply Chain / Procurement / Management will be an advantage.

This is a senior Purchase Head position and is not intended for candidates whose experience is primarily limited to routine purchase activities, PO preparation, quotation collection or purchase coordination.

We are specifically looking for a senior professional who has independently led procurement for real estate/construction projects and has strong hands-on experience in:

15 years of relevant experience and Real Estate / Construction industry experience are mandatory.

Candidates without substantial senior-level procurement experience in the Real Estate / Construction sector are requested not to apply.

Pay: ₹1,800,000.00 - ₹2,000,000.00 per year
