Programme Design & Innovation
- Lead the design and refinement of SOF and other OBF programmes, including outcome frameworks, payment mechanisms, delivery models, and implementation structures.
- Develop innovative financing solutions across skilling, livelihoods, entrepreneurship, and workforce development.
- Design pilots and new interventions based on ecosystem needs, government priorities, and emerging evidence.
OBF Strategy & Scale-up
- Identify opportunities to expand OBF models across states, sectors, and government programmes.
- Support design of state-level and sector-specific outcomes-based financing initiatives through ISOP.
- Build scalable frameworks, tool kits, and standard models for replication across the ecosystem.
Evidence, Learning & Institutionalization
- Leverage SOF learnings, data, and programme evidence to strengthen future programme design.
- Develop policy recommendations, operational frameworks, and knowledge products on outcomes-based financing.
- Support main streaming of OBF approaches within PMKVY and other government programmes.
Ecosystem & Stakeholder Engagement
- Engage with State Skill Missions, government departments, funders, multi laterals, think tanks, and ecosystem partners.
- Facilitate partnerships to co-design and launch current OBF opportunities.
- Represent NSDC in consultations, workshops,
and strategic discussions related to OBF and innovative financing.
Knowledge Management & Capacity Building
- Develop play books, case studies, and capacity-building resources for OBF implementation.
- Support creation of NSDC's institutional knowledge base on outcomes-based financing.
- Contribute to the development of ISOP as a long-term centre of excellence for OBF.
Requirements o Postgraduate degree in Management, Public Policy, Economics, Development Studies, Finance, Social Impact, or a related discipline from a reputed institution. o 8–12 years of experience in programme design, strategy, consulting, public policy, skilling, livelihoods, development finance, impact investing, philanthropy, or social sector programmes.
o Demonstrated experience in designing large-scale government, donor-funded, or outcome-oriented programmes.
o Experience in outcomes-based financing, results-based financing, impact bonds, blended finance, CSR programmes, or innovative funding models will be preferred.
o Strong ability to synthesise evidence, develop frameworks, conduct programme analysis, and translate insights into actionable recommendations.
Experience engaging with government stakeholders, funders, development partners, consulting firms, or ecosystem organizations
