Outline India is a data‑driven research and decision‑intelligence firm that collects rural intelligence and ground‑level insights to drive measurable social impact. We specialize in primary data collection, monitoring and evaluation, and impact assessments across health, livelihoods, fintech, agriculture, governance, and more, partnering with governments, corporates, impact funds, foundations, and global institutions.

We are looking for a Lead – MEL who can take ownership of evaluations from research design to field implementation, analysis, and final recommendations. This is a hands-on technical and leadership role.

Role Overview

This role sits at the core of what Outline India does. Our work depends on rigorous M&E;, credible data, and evaluations that can stand up to scrutiny — methodology, reporting, and recommendations. This is a hands-on role. You'll be in the data, in the field, and working directly with teams and clients.

Key Responsibilities

I. Evaluation Design & Analytics

- Lead evaluation design, causal inference,



experimental/quasi-experimental methods, sampling, and power calculations.
- Design and oversee baseline, midline, endline, and panel studies.
- Lead advanced statistical/econometric analysis and ensure reproducible research practices.
- Translate complex findings into clear, actionable insights for programmes and clients.

II. Field Research & Data Quality

- Oversee large-scale, multi-region primary data collection across rural and urban settings.
- Review and contextualise digital research instruments, including SurveyCTO/XLSForms.
- Lead field training, sampling implementation, high-frequency data checks, back-checks, and quality assurance.
- Troubleshoot methodological and field challenges while maintaining research rigour.

III. M&E; Leadership & Programme Insights

- Manage project timelines, deliverables, teams, and research quality.
- Work closely with clients, programme teams, and field partners.
- Develop automated data-monitoring systems and analytical workflows.
- Embed M&E; findings into live programme iterations and evidence-informed decision-making.

What We Are Looking

- 9+ years of experience in M&E;, impact evaluation, quantitative development research, or social-sector research.
- Experience managing baseline-to-endline/panel studies and large-scale field research.
- Experience working with international NGOs, multilaterals, foundations, development organisations, or research institutions.
- Solid project ownership — timelines, teams, quality, budgets, and deliverables.
