Job Summary

The Workforce Development Specialist Level II supports the Workforce Development Center of Excellence (COE) by enabling consistent, high-quality rollout and implementation of workforce development programs. This individual contributor executes core program operations, supports quality assurance, assists with grant identification, and contributes to operational reporting and performance monitoring.

The role works within a matrixed environment, partnering with the GCN Senior Manager and the AVP, Workforce Development Programs, Workforce Development COE, to maintain program visibility, coordinate deliverables, validate program requirements, and support effective execution across workforce development initiatives.

General Position Information

- Reports directly to (Title): GCN Senior Manager

- Matrix reports to (Title): AVP, Workforce Development Programs, Workforce Development COE

- Direct Reports: Individual contributor; no direct reports

Responsibilities

- Program Operations Implementation: Execute day-to-day workforce development program operations and provide rollout and implementation support across assigned initiatives.

- Program Operations Implementation: Maintain end-to-end program trackers, milestones, action items, deliverables, and supporting documentation to promote timely and consistent execution.

- Program Operations Implementation: Create and update standardized program communications and internal assets, including PowerPoint presentations, SharePoint sites, and related materials.

- Program Quality, Tracking Reporting: Gather, organize, and maintain program participation data and other operational inputs used to monitor program activity and performance.

- Program Quality, Tracking Reporting: Perform end-to-end program tracking and recurring reporting; identify gaps, follow up on outstanding inputs, and support accurate status reporting.

- Program Quality, Tracking Reporting: Support program quality assurance by reviewing program materials, data, and deliverables for completeness, consistency,



and adherence to established requirements.

- Research Funding Support: Conduct in-depth research to validate certification requirements for state-based specialties and document findings for program use.

- Research Funding Support: Identify potential grant opportunities aligned with workforce development programs and compile relevant eligibility, timing, and application information for review.

- Administrative Stakeholder Support: Provide general administrative and calendar support, including meeting coordination, scheduling, documentation, and follow-up activities.

- Administrative Stakeholder Support: Communicate program status, dependencies, risks, and information needs clearly to stakeholders and support cross-functional coordination in a matrixed environment.

Education Experience

- Bachelor's degree required.

- 4+ years of experience in program management or a closely related program operations environment.

Must Have Skills

- Proficiency with Microsoft Office, including PowerPoint and Excel, as well as Outlook, Power BI, WebEx, SharePoint, and Salesforce.

- Demonstrated project management skills, including the ability to organize work, track deliverables, manage competing priorities, and follow through on commitments.

- Strong written and verbal communication skills, with the ability to create transparent, standardized communications and presentation materials.

- Process-oriented and data-oriented approach with strong attention to detail and accuracy.

- Ability to conduct in-depth program-related research, synthesize findings, and document requirements clearly.

- Strong problem-solving skills and the ability to identify issues, evaluate information, and support practical solutions.

- Ability to work independently as an individual contributor while collaborating effectively in a matrixed environment.
