Virtelligence is seeking an experienced Senior Capture & Proposal Manager to lead the identification, capture, development, and submission of IT consulting and professional-services opportunities across healthcare, federal, state, and local government markets.
This is a hands-on role. We are looking for someone who can personally evaluate opportunities, develop capture strategies, write and strengthen proposal content, manage compliance, and drive submissions through completion, not simply coordinate the work of others.
The successful candidate will work with and provide direction to our existing offshore proposal resources while maintaining ownership of proposal quality, compliance, and execution.
Key Responsibilities
Capture & Prospect Development
• Identify and qualify relevant IT consulting, staffing, managed-services, and technology opportunities.
• Monitor SAM.gov, state/local procurement portals, healthcare opportunities, and other bid sources.
• Conduct bid/no-bid analysis and research buyers, incumbents, competitors, contract vehicles, and procurement history.




• Develop capture strategies, win themes, teaming opportunities, and pre-RFP positioning.
• Present qualified opportunities and recommendations to executive leadership.

Government Contracting
• Support and help drive Virtelligence's GSA Multiple Award Schedule (MAS) initiatives.
• Manage applicable SAM.gov, GSA, and government contracting requirements.
• Identify and pursue relevant federal, state, local, county, and municipal contract vehicles and vendor registrations.
• Maintain required contracting and compliance documentation.

Proposal Development & Management
• Analyze RFPs, RFIs, and RFQs and develop compliance matrices and response strategies.
• Personally write and edit critical proposal sections, including executive summaries, technical and management approaches, staffing plans, implementation methodologies, past performance, and corporate qualifications.
