Government Empanelment & Business Development Manager
Industry: Stainless Steel Pipes & Plumbing Fittings
Function: Government Business Development / Institutional Sales
Location: West Punjabi Bagh, New Delhi / Bahadurgarh, Haryana

About the Role
We are looking for an experienced Government Empanelment & Business Development Manager to develop business across government departments, PSUs, infrastructure projects, and government-contracted projects.
The candidate will be responsible for getting our stainless steel pipes and plumbing fittings brand approved/empanelled with relevant government departments and subsequently converting approved projects into business by working with contractors, EPC companies, consultants, and procurement teams.
Key Responsibilities
1. Government Empanelment & Approvals
- Identify relevant government departments, PSUs, authorities, and agencies for product/vendor approval.
- Manage the complete empanelment and approval process from application to final approval.
- Prepare and coordinate submission of technical, commercial, testing, certification, and company documents.
- Follow up with concerned departments and officials to secure approvals.
- Work towards getting the companys products included in approved vendor/product lists and relevant specifications.
- Maintain a database of departments, officials, consultants, and approval status.
2. Government Relationship Building
- Develop professional relationships with government officials, engineers, consultants, architects, and procurement teams.
- Conduct regular meetings and visits to understand upcoming projects and requirements.
- Identify opportunities where our products can be specified or approved.

Project Identification & Business Development
- Track government tenders, infrastructure projects, and upcoming construction projects.
- Identify the consultants, EPC companies, main contractors, and plumbing contractors involved in these projects.
- Build a project-wise database covering project value, specifications, contractors, material requirements, and procurement timelines.
- Approach relevant contractors once our products are approved and generate business enquiries.
4. Contractor & Project Sales
- Meet contractors and procurement teams executing government projects.
- Promote the companys stainless steel pipes and plumbing fittings.
- Understand BOQs, specifications, drawings, and project requirements.
- Coordinate with internal technical and sales teams for quotations, samples, technical submissions, and negotiations.
- Convert enquiries into purchase orders and develop repeat business.
5. Market Intelligence
- Monitor government tenders, project awards, specifications, competitors, and procurement opportunities.
- Identify recent departments and projects where our products can be introduced.
- Provide regular updates and actionable business opportunities to management.

Candidate Profile
- 3-10 years of experience in government sales, institutional sales, infrastructure, plumbing, pipes, building materials, or related industries.
- Experience dealing with PWD, CPWD, MES, Railways, Jal Boards, Municipal Corporations, Housing Boards, PSUs, or similar government institutions will be preferred.
- Strong understanding of government procurement and empanelment processes.
- Existing relationships with government departments, consultants, contractors, or EPC companies will be an advantage.
- Strong communication, negotiation, follow-up, and relationship-management skills.
- Willingness to undertake extensive field travel.
- Commercially driven with the ability to convert relationships into business.
Ideal Candidate
The ideal candidate should be able to manage the complete business cycle:

This is a field-oriented business development role, not merely a government liaison position. The candidate will be expected to deliver both government empanelments and actual business revenue.
Compensation
CTC: Competitive, based on experience.
Incentives: Performance-linked incentives based on empanelments, qualified opportunities, and business/revenue generated.
