Role & responsibilities
Tender Identification & Bid Management
- Monitor and identify relevant government tenders through GeM, CPPP, State e-Procurement portals, Railways, PSUs, and Municipal Corporations.
- Analyze tender documents and conduct Pre-Qualification (PQ) assessments to evaluate eligibility criteria, turnover requirements, technical qualifications, and statutory compliance.
- Prepare bid submission schedules and ensure timely completion of all tender activities.
- Coordinate with internal teams for collection of required technical, financial, and legal documents.
Technical Documentation
- Prepare accurate and compliant technical bid documents as per tender requirements.
- Maintain and update statutory documents, including:
- PF, ESI, GST, Labour License
- PASARA License (Security Services)
- ISO 9001, ISO 14001 & ISO 45001 Certifications
- MSME/NSIC Certificates
- CA Turnover Certificates
- Work Completion Certificates
- Purchase Orders and Client References
- Ensure all bid submissions are error-free and compliant with tender conditions.
Commercial Bid Preparation
- Prepare commercial bids based on Central and State Minimum Wage notifications.
- Calculate costing considering:
- Minimum Wages
- Variable Dearness Allowance (VDA)
- EPF & ESI
- Bonus
- Leave provisions
- Statutory compliances
- Service Charges
- Participate in GeM Reverse Auctions (RA) and optimize commercial competitiveness.
- Handle EMD, Performance Bank Guarantee (PBG), EMD refunds, and related documentation.
Government Client Coordination
- Liaise with government departments, procurement authorities, and tender committees.
- Attend pre-bid meetings and submit clarification requests where required.
- Coordinate during contract award, agreement execution, onboarding, and project handover.
- Address client queries related to statutory compliance, SLA commitments, and contract documentation.
- Build and maintain strong professional relationships with government stakeholders.
Compliance & Documentation
- Ensure adherence to labour laws, government procurement guidelines, and statutory regulations.
- Maintain organized tender records, bid history, agreements, and compliance documentation.
- Keep updated with changes in GeM policies, procurement guidelines, wage notifications, and government regulations.
Required Skills & Qualifications
- Bachelor's Degree in Business Administration, Commerce, Management, or a related discipline.
- 36 years of experience in Government Tender Management (B2G).
- Hands-on experience with GeM, CPPP, and State e-Procurement portals.
- Experience in Facility Management, Manpower Services, Security Services, or Sanitation industry.
- Robust understanding of:
- Government procurement procedures
- Labour Laws
- Minimum Wage calculations
- EPF, ESI, Bonus, VDA
- PASARA regulations
- Excellent documentation, analytical, and negotiation skills.
- Advanced proficiency in MS Excel and Microsoft Office.
- Strong communication, coordination, and stakeholder management skills.
- Ability to work under strict deadlines with high accuracy and attention to detail.
Preferred Experience
- Experience in handling large-value government tenders.
- Exposure to Reverse Auctions (RA) on GeM.
- Knowledge of contract execution, post-award documentation, and project onboarding.
- Experience in interacting with government departments, PSUs, Railways, Municipal Corporations, and other public sector organizations.
