Deputy Registrar HR, Legal, Administration, Procurement and statutory compliances

1. Job Purpose The Deputy Registrar shall provide strategic and operational leadership across Human Resources, Legal Affairs, General Administration, Procurement, Contracts and Statutory Compliance of the Institution.

The position will ensure that institutional operations are conducted efficiently, transparently and in accordance with applicable laws, regulations, statutory requirements, institutional policies, and directions of the competent authorities.

The Deputy Registrar will work closely with the Registrar, Vice-Chancellor/Director, Finance function, academic and administrative departments, statutory bodies, legal counsel, vendors and other stakeholders.

2. Key Responsibilities

A. Human Resources

- Lead and oversee the complete employee lifecycle, including manpower planning, Talent acquisition, Salary fixation, Induction, performance management, capability building, employee movements, separation and retirement.
- Develop and periodically review HR policies, service rules, recruitment regulations, employee handbooks and administrative procedures.
- Ensure maintenance of accurate and confidential employee records and personnel files.
- Oversee payroll-related HR inputs, leave, attendance, performance management, employee perks and service matters in coordination with Finance.
- Oversee faculty & staff recruitment processes in accordance with approved recruitment rules and applicable regulatory requirements.
- Manage disciplinary proceedings, employee grievances, misconduct matters and service-related cases in accordance with applicable rules and principles of natural justice.
- Support workforce planning, organisational restructuring, succession planning and employee development initiatives.
- Advise management on HR-related risks and employee relations.
- Ensure appropriate implementation of workplace policies, including prevention of sexual harassment and other employee welfare requirements.

B. Legal Affairs & Contracts

- Coordinate the Institution’s legal matters and act as the principal administrative liaison with external advocates and legal consultants.
- Maintain a central register/database of litigation, notices, claims, disputes, contracts and legal proceedings.
- Coordinate preparation of replies to legal notices, court matters, statutory notices and regulatory communications.
- Liaise with legal counsel in matters before courts, tribunals, commissions, government authorities and regulatory bodies.
- Review and coordinate execution of MoUs, agreements, service contracts, consultancy agreements, vendor agreements, leases,



licences and other institutional documents.
- Ensure appropriate legal vetting of contracts and agreements before execution.
- Monitor contractual obligations, renewals, expiries, indemnities, warranties, penalties and other material terms.
- Maintain custody and systematic records of executed legal documents.
- Identify potential legal and regulatory risks and escalate material matters to the Registrar/competent authority.
- Coordinate implementation of decisions/orders of courts, tribunals, statutory authorities and competent institutional bodies.

C. General Administration

- Oversee day-to-day administrative operations of the Institution.
- Coordinate matters relating to office administration, infrastructure support, housekeeping, security, transport, facilities and other common services.
- Develop and implement administrative policies, procedures, SOPs and delegation frameworks.
- Ensure effective functioning of administrative sections and monitor service delivery.
- Coordinate meetings of statutory, administrative and other institutional committees as assigned.
- Prepare agendas, notes, minutes, action-taken reports and follow-up documentation for matters under the Deputy Registrar’s responsibility.
- Ensure timely implementation of decisions of the Board, Senate/Academic Council, Finance Committee, Executive Council, Governing Body and other competent authorities, as applicable.
- Coordinate institutional events, visits, inspections, audits and official programmes.
- Maintain proper institutional records and ensure appropriate document management and retention.
- Coordinate responses to RTI applications, grievances, official correspondence and government communications, wherever assigned.

D. Procurement & Vendor Management

- Oversee procurement of goods, services, works and other requirements in accordance with approved institutional procurement policies and applicable rules.
- Coordinate preparation of annual and departmental procurement plans.
- Ensure transparent, competitive and properly documented procurement processes.
- Supervise preparation of tender documents, RFQs, RFPs, EOI documents, comparative statements and purchase proposals.
- Coordinate e-procurement/e-tendering processes wherever applicable.




- Ensure constitution and functioning of appropriate purchase/tender/technical evaluation committees.
- Monitor vendor empanelment, due diligence, performance evaluation and contract management.
- Ensure appropriate approvals and financial concurrence before placing purchase orders or entering into contracts.
- Monitor delivery, inspection, acceptance, warranty, AMC and after-sales obligations.
- Ensure appropriate segregation of duties and maintenance of procurement records.
- Coordinate resolution of vendor disputes and contractual issues.
- Promote cost effectiveness, transparency, accountability and value for money in institutional procurement.

E. Statutory & Regulatory Compliance

- Establish and maintain an institutional compliance framework covering applicable central and state laws, regulations, notifications, rules and directions relevant to the Institution.
- Maintain a Statutory Compliance Register/Calendar with responsibility owners, due dates, status and documentary evidence.
- Monitor compliance with applicable requirements relating to employment, labour, taxation, procurement, contracts, safety, environment, data/privacy, records and other administrative matters, in coordination with relevant functional departments.
- Coordinate statutory registrations, licences, renewals, returns, reports and regulatory submissions.
- Monitor compliance with applicable higher-education regulatory and accreditation requirements.
- Coordinate inspections, audits and regulatory visits by government/statutory authorities.
- Ensure timely submission of information, reports, returns and compliance certificates.
- Track regulatory changes and communicate relevant changes to concerned departments.
- Conduct periodic compliance reviews and identify gaps requiring corrective action.
- Maintain evidence and documentation demonstrating institutional compliance.
- Escalate significant or unresolved compliance risks to the Registrar/competent authority.

F. Governance & Institutional Coordination

- Support the Registrar in institutional governance and administrative decision-making.
- Prepare policy notes, proposals, briefing notes and reports for consideration by competent authorities.
- Coordinate implementation of decisions taken by statutory and administrative bodies.
- Ensure adherence to approved delegations of authority and institutional regulations.
- Assist in drafting and revision of ordinances, regulations, rules, policies and administrative manuals.
- Coordinate inter-departmental matters requiring resolution at senior management level.
- Ensure confidentiality and proper handling of sensitive institutional information.
