Job Description Project Controls Manager
Role overview
Position:- Project Controls Manager Project :- Greenfield inland container depot (dry port) with rail siding Company :- Infrastructure and PPP concessions developer, part of a diversified group Location :- India-based, with regular travel to the project site in East Africa (about 10 -14 days a month) and periodic travel to Dubai Reports to :-Managing Director Works with :- Finance (SAP Business One), Supply Chain Manager, design consultant, EPC contractors, lenders' Independent Engineer.
Contract :- Full-time, for the construction phase of the project
We are developing a major inland container depot under a long-term concession, including container handling, customs facilities, warehousing, utilities and a rail connection.
The Project Controls Manager is the owner-side lead on schedule and cost. They make sure the project is planned realistically, tracked honestly and reported clearly to management and lenders.
Key responsibilities
Planning and scheduling
Set up the project's Work Breakdown Structure (WBS) and cost codes, aligned between Primavera P6 and SAP Business One.
Build and maintain the owner's master programme in Primavera P6, covering design, approvals, procurement, construction, rail siding, utilities and commissioning.
Review, challenge and approve baseline and updated programmes submitted by the design consultant and EPC contractors.
Track critical path, float and interfaces with government authorities, utilities and regulators.
Cost control
Work with finance to track budget, commitments, actual costs and forecast-to-complete for each work package.
Monitor cash flow against financing drawdown schedules and flag funding gaps early.
Support change and variation management,
including cost and time impact assessments.
Progress monitoring and reporting
Produce a monthly progress report for the Managing Director, lenders and the Independent Engineer: progress, earned value, cost, risks and look-ahead.
Maintain a Power BI dashboard linking P6 progress with SAP B1 cost data.
Verify contractor progress claims on site before payment certification.
Risk and contractor oversight
Maintain the project risk register and delay log; lead mitigation and recovery planning.
Assess extension-of-time and delay claims, and keep records strong enough to defend the company's position.
Run regular progress meetings with the consultant and contractors, and track action points to closure.
Procurement support
¢ Plan procurement and long-lead items (equipment, scanners, power and rail materials) with the Supply Chain Manager.
¢ Support tender preparation and bid evaluation for early works and main contracts.
Qualifications and experience
Essential
¢ Degree in Civil Engineering, Construction Management, Quantity Surveying or a related field.
¢ At least 10 years in planning and project controls, with 5 or more in a lead or senior role.
¢ Hands-on use of Primavera P6 or SAP PS (Project System) is a must: baselines, updates, critical path, resource and cost loading.
¢ Experience on at least one large infrastructure project, such as a port, dry port, rail, road or major logistics facility.
¢ Experience working under FIDIC or similar contracts, including delay analysis and claims.
¢ Experience reporting to lenders, Independent Engineers or development finance institutions.
Desirable
¢ Project experience in East Africa, and familiarity with local authorities and approvals.
¢ Owner-side or PPP concession experience, rather than contractor-only.
¢ Earned value management and Power BI skills.
¢ Exposure to SAP (Business One or other modules) for project cost tracking.
¢ Professional certification such as PMP, AACE PSP or equivalent.
¢ Working knowledge of Swahili.
Skills and attributes
¢ Confident challenging consultants and contractors on unrealistic schedules or weak progress claims.
¢ Turns complex schedule and cost data into short, clear reports for senior management and lenders.
¢ Disciplined with records and document control.
¢ Comfortable working across cultures and with government authorities across the region.
¢ Self-starter able to set up systems from scratch in a lean owner's team, and to manage the project effectively while splitting time between India and site.
¢ Strong Excel skills alongside P6; comfortable learning recent tools.
