Role Overview
The Senior Consultant Environmental Specialist & Government Process Reengineering brings together environmental regulatory expertise and process redesign, leading the process reengineering workstream of a Programme Management Unit (PMU) supporting a government / regulatory client. The role calls for someone who understands how environmental regulation actually works on the ground consent to establish and operate, waste authorisations, inspections, sampling and laboratory analysis, and enforcement action and who can redesign those processes so they become simpler, faster, and more transparent without weakening environmental protection.
The role spans study of how regulatory processes run today, technical and procedural redesign, delegation of powers, SOPs and service standards, organisational and laboratory capacity review, pilot rollout, and measurement of improvement. It requires the ability to work with technical officers and administrative staff alike, and to design changes that hold up against the Water Act, the Air Act, the Environment (Protection) Act, and the waste-management rules etc.
Key Responsibilities
- Study current regulatory processes Map end to end how consent, waste authorisations, inspections, sampling, compliance action, and public complaint handling are run today, covering steps, approval levels, documents, timelines, and handoffs between headquarters and regional offices. Identify delays, reasons of inefficiencies, duplication, and bottlenecks with evidence.
- Redesign the consent process — Simplify consent to establish and consent to operate across application, scrutiny, inspection, technical appraisal, grant, and renewal. Recommend differentiated treatment by category — red, orange, green, and white — and by scale, including simplified or self-certification routes for low-risk units and longer validity periods where justified. Policy and procedural recommendations for the Departments consideration.
- Redesign waste authorisations & returns — Streamline authorisations, registrations, and periodic returns under the hazardous, bio-medical, plastic, e-waste, and construction and demolition waste rules, including registration of recyclers and processors and extended producer responsibility filings.
- Standardise technical scrutiny — Develop category-wise and sector-wise appraisal checklists and criteria so applications are assessed consistently across regional offices, and cut repeated queries back to applicants.
- Strengthen inspection & monitoring — Move inspections to a risk-based approach, setting frequency and depth by category, pollution load, and compliance history. Standardise inspection formats and evidence capture, and build continuous emission and effluent monitoring data into inspection and review processes.
- Improve sampling & laboratory processes — Review sample collection, chain of custody, laboratory analysis turnaround, and issue of test reports, and redesign them to cut delays and improve reliability of results.
- Redesign compliance & enforcement — Streamline show-cause notices, directions, closure and revocation, bank guarantee handling, and restoration measures so that action is timely, consistent, and defensible.
- Review delegation of powers — Assess how technical and administrative decisions are distributed across headquarters, regional offices, and levels of officers, and recommend changes that speed up decisions without weakening accountability. Recommendations on delegation of powers and approval-workflow rationalisation
- Set service standards — Define turnaround times, service levels, and escalation rules for each process, aligned to statutory timelines and to ease-of-doing-business and citizen-charter commitments.
- Draft SOPs, manuals & formats — Prepare SOPs, technical guidance notes, inspection formats, application forms, and checklists that officers can use directly.
- Assess organisation, workload & technical capacity — Review roles, staffing, technical manpower, and laboratory capacity across headquarters and regional offices, and recommend structural or manpower changes where processes demand them.
- Keep redesigned processes legally sound — Ensure changes comply with the Water Act, the Air Act, the Environment (Protection) Act, the waste-management rules, and applicable CPCB directions and tribunal orders, working with the legal workstream.
- Hand over to digital implementation — Work with the digital transformation workstream so that redesigned processes are correctly reflected in system requirements and workflows before technology is built.
- Pilot, roll out & support adoption — Test redesigned processes in selected regional offices, gather feedback from officers and applicants, refine, and support rollout across the state with orientation material and handholding for technical and administrative staff.
- Measure improvement — Define indicators such as turnaround time, pendency, disposal rate, inspection coverage, and compliance rate; establish a baseline and track improvement after implementation.
- Engage stakeholders & report to leadership — Work with officers at headquarters and regional offices, industry associations, and applicants to understand pain points and build agreement on changes, and prepare assessment reports, recommendations, and presentations for senior departmental leadership.
- Additional responsibilities — Undertake other tasks assigned by reporting managers in line with project priorities.
Skills & Competencies
- Environmental regulatory expertise — Strong working knowledge of the Water Act, the Air Act, the Environment (Protection) Act, and the waste-management rules, and of how consent, authorisation, inspection, and enforcement work in practice.
- Process mapping & reengineering — Ability to document how processes run today, identify bottlenecks, and design practical redesigned processes that officers will actually follow.
- Understanding of government functioning — Working knowledge of how departments operate, including file movement, approvals, delegation of powers, and the role of regional and field offices.
- Technical scrutiny & standards — Ability to define appraisal checklists, inspection formats, and sampling and laboratory protocols that hold up technically and legally.
- Drafting SOPs & manuals — Ability to write clear SOPs, technical guidance notes, formats, and checklists for field use.
- Organisational & capacity assessment — Ability to assess roles, staffing, technical manpower, and laboratory capacity and recommend changes.
- Measurement — Ability to define indicators, establish baselines, and demonstrate improvement with data.
- Stakeholder engagement & facilitation — Ability to run workshops and consultations with officers and industry and build agreement on change.

Qualifications & Experience
- Education — Bachelor’s degree in Environmental Science, Environmental Engineering, Civil or Chemical Engineering, or a related discipline.
- Preferred — Master’s (M.Sc. / M.Tech / M.E.) in Environmental Science, Environmental Engineering, or Environmental Management, or a Master’s / MBA in Public Policy, Public Administration, or Management alongside an environmental first degree; certification in process improvement (Lean, Six Sigma, or BPM) will be an added advantage. Candidates who have worked in or with a pollution control board, environmental regulator, or setting department, and who have carried out process reengineering, restructuring, or ease-of-doing-business work for government, will be preferred.
- Experience — 6–10 years of experience combining environmental regulatory or environmental programme work with process reengineering, institutional strengthening, or public-sector consulting. Relevant government project experience — working in or with government departments, regulatory bodies, PMUs, or publicly funded reform programmes — is strongly preferred.
Tools & Technical Proficiency
Mandatory: MS Excel (Advanced), PowerPoint (Advanced), Word, Google Workspace, and MS Visio or equivalent process-mapping tools.
Desired: Power BI / Tableau, BPM / workflow tools, GIS (ArcGIS / QGIS), environmental monitoring and MIS platforms, and government data portals.
