Role Overview

The Senior Consultant IEC, Regulatory & Compliance leads the Information, Education & Communication and compliance-outreach workstream of a Programme Management Unit (PMU) supporting a government / regulatory client raising awareness of environmental obligations among industries, urban local bodies, and citizens, and helping the regulated community understand and meet those obligations. The premise of the role is that compliance improves through information and facilitation as much as through enforcement.

The role spans IEC strategy and campaigns, plain-language guidance on regulatory requirements, industry and community outreach, public disclosure and media engagement, complaint response, and measurement of both awareness and compliance outcomes. It requires a working understanding of what environmental regulation actually asks of industries and local bodies, and the ability to explain it clearly to audiences ranging from large industry to small units and the general public.

Key Responsibilities

- Lead IEC strategy & campaigns — Design and lead the Information, Education & Communication strategy for the engagement, covering awareness of environmental compliance, pollution control, and regulatory obligations among industries, urban local bodies, communities, and citizens. Develop campaign plans, messaging, channel mix, and measurable reach and behaviour-change outcomes aligned with departmental priorities.
- Develop communication content & media — Develop IEC content, creatives, and multimedia across print, mass media, digital, and social platforms, and manage creative agencies and vendors through production and dissemination. Ensure messaging is accurate, accessible, multilingual where required, and tailored to each target audience.
- Translate regulation into plain guidance — Convert consent conditions, waste rules, and statutory obligations into easy guidance notes, FAQs, checklists, and handbooks that industries and local bodies can actually follow, and keep them current as rules change.
- Run compliance outreach to industry — Work with industry associations and clusters to explain obligations — consent to establish and operate, waste authorisations, periodic returns,



extended producer responsibility filings, and monitoring requirements — and run help desks, clinics, and pre-application guidance that reduce errors, repeat queries, and delays.
- Encourage voluntary compliance — Design initiatives that promote voluntary compliance, self-monitoring, and disclosure, including recognition schemes for consistently compliant units and targeted support for small and medium units that lack in-house capacity.
- Drive behaviour change & community outreach — Design behaviour-change communication approaches and community-engagement programmes, and plan outreach events, camps, and public-awareness drives. Engage urban local bodies, NGOs, resident groups, schools, and community organisations to drive participation.
- Support public disclosure & transparency — Support publication of compliance status, action taken, and environmental quality information in a form the public can understand, strengthening transparency and public trust in the regulator.
- Support complaint response — Support the department’s response to public complaints and pollution grievances, including standard responses, escalation, and closure communication, and use complaint trends to target awareness and outreach where problems recur.
- Track compliance & target outreach — Track compliance levels across sectors and regions, identify recurring areas of non-compliance, and direct outreach and guidance to where it is most needed. Prepare compliance and campaign dashboards and reports for leadership.
- Prepare crisis & issue communication — Develop communication protocols and ready material for pollution incidents, seasonal air-quality events, and other situations needing rapid, accurate public messaging.
- Monitor, evaluate & measure impact — Define KPIs and monitor the reach, quality, and outcomes of IEC and compliance-outreach interventions, and conduct effectiveness and impact assessments. Use feedback, surveys, and data to refine content and delivery. Support and manage various programme initiatives undertaken by the Department from time to time.
- Advise leadership & coordinate stakeholders — Advise senior departmental leadership on IEC and compliance-communication priorities, coordinate across government agencies, industry, and communities, and build consensus and secure buy-in and resources for programmes.
- Maintain documentation — Keep campaign records, content and guidance repositories, version histories, and case studies organised and current.
- Additional responsibilities — Undertake other tasks assigned by reporting managers in line with project priorities.

Skills & Competencies





- IEC & communication strategy — Expertise in IEC strategy, campaign design, mass and digital media, and behaviour-change communication.
- Regulatory & compliance understanding — Working knowledge of environmental regulatory obligations — consent, authorisations, returns, and monitoring requirements — and of what compliance actually demands of industries and local bodies.
- Plain-language guidance — Ability to turn regulatory requirements into simple, accurate guidance that non-specialists can follow without further help.
- Industry & community outreach — Ability to engage industry associations, urban local bodies, and community groups and drive participation.
- Media & public communication — Ability to manage media engagement and handle sensitive, fast-moving, or crisis communication.
- Agency & vendor management — Ability to manage creative agencies, production, and campaign delivery at scale.
- Monitoring & evaluation — Ability to define KPIs and measure the reach, outcomes, and impact of interventions.
- Senior stakeholder management — Ability to engage senior government officials, industry leadership, and community and knowledge partners.

Underpinned by a delivery focus, ownership, and the highest standards of integrity and professional conduct in complex, politically sensitive environments.

Qualifications & Experience

- Education — Bachelor’s degree in Mass Communication / Journalism, Environmental Science, Social Work, Development Studies, Public Administration, or a related discipline.
- Preferred — Master’s / MBA in Development Communication, Mass Communication, Environmental Management, Public Policy, or Social Work (MSW); candidates who have run awareness, compliance-outreach, or IEC programmes for government departments, regulatory bodies, or large development programmes will be preferred.
- Experience — 6–10 years of experience in IEC / behaviour-change communication, regulatory or compliance outreach, public awareness programmes, or industry compliance communication, ideally in government, public-sector, regulatory, or large development programme settings. Relevant government project experience — working in or with government departments, regulatory bodies, PMUs, or publicly funded programmes — is strongly preferred.

Tools & Technical Proficiency

Mandatory: MS Excel, PowerPoint (Advanced), Word, Google Workspace, and design / presentation tools (e.g., Canva).

Desired: Social-media and campaign-analytics tools, survey & MIS platforms, Power BI / Tableau, and government data portals.
