About the Role
We are looking for an experienced Project Planning & Billing Engineer to manage project planning, progress monitoring, quantity measurement, client billing and project documentation for Water Treatment Plant (WTP), Sewage Treatment Plant (STP), Effluent Treatment Plant (ETP), Water Supply and related infrastructure projects.
The candidate will coordinate with project sites, engineering, commercial and client teams to ensure timely project execution, accurate billing and effective project monitoring.
Key Responsibilities
- Prepare, update and monitor detailed project schedules and work programmers.
- Track planned vs. actual project progress and identified delays, deviations and critical activities.
- Prepare daily, weekly and monthly progress reports (DPR/WPR/MPR) and MIS reports.
- Coordinate with site teams to collect actual progress, quantities and billing-related information.
- Study and monitor BOQ, tender documents, work orders and contract conditions.
- Prepare and verify Measurement Sheets / Measurement Books (MB) based on actual site execution.
- Prepare Client RA Bills, Interim Bills and Final Bills as per approved BOQ and contract terms.
- Verify quantities executed at site against approved drawings, BOQ and specifications.
- Prepare and verify subcontractor/vendor bills and reconcile quantities.
- Track BOQ quantities, executed quantities, billed quantities and balance quantities.
- Prepare rate analysis for extra, deviation and non-BOQ items.
- Identify and document variation, deviation and extra-item claims and coordinate for approvals.
- Monitor project cost, billing status, outstanding bills and cash-flow requirements.
- Coordinate with clients, consultants, PMC, subcontractors and internal project teams regarding measurements and billing.
- Prepare lookahead plans, recovery plans and project status reports.
- Monitor project milestones and highlight potential delays to Project Managers / Senior Management.
- Maintain proper records of drawings, BOQs, measurements, bills, approvals, correspondence and project documentation.
- Support project estimation, quantity take-off and tender-related activities when required.
- Ensure billing and planning activities are completed within project timelines.
Required Qualification
- B.E./B.Tech/Diploma in Mechanical Engineering preferred.
- Candidates with Mechanical Engineering qualifications may also be considered where they have relevant water treatment/EPC project planning and billing experience.
Required Experience & Skills
- 5–10 years of relevant experience in Planning, Billing, Quantity Surveying or Project Controls.
- Relevant experience in WTP/STP/ETP, water supply, sewerage,
pipeline or infrastructure EPC projects preferred.
- Strong knowledge of BOQ, RA Bills, MB, quantity measurement, rate analysis and reconciliation.
- Good knowledge of MS Excel and preparation of project MIS.
- Working knowledge of Primavera P6 / MS Project for project planning and scheduling.
- Ability to read and interpret engineering drawings, BOQs, specifications and tender documents.
- Knowledge of variation orders, extra items, claims and contract billing.
- Strong coordination and communication skills.
- Good analytical and documentation skills.
- Ability to coordinate with multiple project sites and meet strict billing/reporting deadlines.
Preferred Candidate Profile
- Candidates with experience in Water Treatment / Water Supply / Jal Jeevan Mission / Government Infrastructure / EPC projects will be preferred.
- Delhi/NCR candidates preferred.
- Willingness to coordinate with project sites and travel whenever required.
- Immediate / short-notice joiners will be preferred.

- Effective monitoring of project progress against baseline schedules.
- Accurate BOQ and quantity reconciliation.

- Timely submission of DPR/MPR and MIS reports.
- Effective coordination with site, client and subcontractor teams.
Pay: ₹40,000.00 - ₹60,000.00 per month
