About the Company:
The National Crop Insurance Portal (NCIP) is the central platform of the Pradhan Mantri Fasal Bima Yojana (PMFBY). Farmer enrolment, premium calculation, loss intimation, claim settlement and payment through PFMS all run on it. It is used by farmers, banks, CSCs, insurance companies, State Governments and DA&FW;, and is supported by a set of ancillary applications — the Farmer App, AIDE, CCE-Agri, CLAP, WINDS, YES-TECH, CROPIC, KRPH and the WhatsApp bot.
NeGD is taking over the technical and managerial ownership of NCIP and these applications from the incumbent vendors. The first year covers the takeover, the thirty-five Schedule-II modules, and the consolidation of fourteen surfaces into a farmer app, an intermediary app, a field evidence app and the NCIP portal. Three years of operations and maintenance follow, across three full Kharif and Rabi cycles.
The platform runs on Node.js services with a React front end, on MS-SQL and Elasticsearch, with Android applications in the field. The Node.js and React versions in use are past active support and are to be upgraded as part of the work.
About the Role:
This role is a Business Analyst position on NeGD's rolls, responsible for supporting the takeover, enhancement, and ongoing operations and maintenance of the National Crop Insurance Portal (NCIP) and its ancillary applications, working closely with DA&FW; and other stakeholders across the full lifecycle from requirements to release.
Responsibilities:
- Document the As-Is processes of NCIP and the ancillary applications, from scheme notification through to grievance closure.
- Write the requirements, user stories and acceptance criteria for the Schedule-II modules, and get DA&FW; sign-off before build starts.
- Map the business rules for premium, subsidy, claim calculation and notification, and keep them in one maintained register.
- Turn policy decisions and circulars from DA&FW; into change requests the development team can size and build.
- Specify the data exchanged with insurance companies, banks, PFMS, States, AgriStack and the KCC ecosystem.
- Write the UAT scenarios with the users who will run them, and track defects through to closure.
- Maintain the traceability from each requirement to the build, the test and the release.
Qualifications:
Essential:
- B.E. or B.Tech in any discipline, or MCA, or MBA, from a recognised University or Institution.
Desirable:
- Graduate or postgraduate degree in Agriculture, Agricultural Economics or Insurance.
- CBAP, CCBA or an equivalent business analysis certification.

Essential:
- Minimum 6 years of experience after qualification, including at least 4 years as a business analyst on web or mobile applications.
- Writing BRDs, FRDs or SRS documents that a development team has built from.
- Process mapping and requirement workshops with senior users.
- Running UAT with business users through to sign-off.

- Working ability in Hindi and one other Indian language.
