Position Summary
The Manager — Partnerships & Bids is responsible for identifying, qualifying and converting business opportunities across the government and development sectors. The role owns the full proposal, consulting, and potential clientele lifecycle, from opportunity tracking through to submission and follow-through, and builds the institutional relationships and partnerships that help us expand out client and work portfolio.
The position sits at the intersection of business development, proposal management and client-facing communication. The incumbent is expected to translate the organisation's work experience and technical delivery capability into a compelling and compliant proposition for evaluation committees, programme leadership and donor representatives.
This is an individual contributor role. It carries no line management responsibility. The incumbent works on a matrixed basis with the management, technical, Business development and finance teams, drawing on their input for each bid while retaining ownership of the opportunity end to end.
3. Key Responsibilities
3.1 Consulting, Chance Identification and Qualification
• Identify opportunities by researching potential clients online and analysing the market.
• Reach out to current clients, prospective contacts and decision-makers, and follow up on references and referrals.
• Lead the consulting element — importantly, a substantial part of the role: identify each client's pain points, develop solutions with our team, and secure the client's investment in digital solutions with us.
• The consultancy and proposal process covers all documentation, especially presentations which you will be required to do for clients on a need basis.
3.2 Proposal and Bid Management
• Own the end-to-end proposal process: planning, content development, internal coordination, document assembly, compliance verification and timely submission.
• Proposals are of two natures: a. Online b. Those we obtain by reaching out to potential clients.
• Draft approach and methodology sections,
capability statements, case studies and past-performance documentation. Technical narratives are curated by Tech Team. You would be preparing the Business requirements document and do gap analysis for clients.
• Maintain a central repository of reusable proposal content, credentials, certifications, organisational documents and empanelment records.
• Manage clarification cycles, pre-bid meetings and post-submission queries with procuring entities.
3.3 Partnerships and Reputation Management
• Build and maintain relationships with government departments, implementing agencies, donor organisations and development sector clients.
• Identify and develop consortium and subcontracting partnerships that extend the organisation's qualification range.
• Represent the organisation at sector forums, networking and industry events, workshops and partner convenings.
3.4 Communication and Positioning
• Develop and maintain capability decks, credential documents, case studies and sector-specific collateral.
• Deliver client presentations, capability briefings and technical walkthroughs to senior government and development sector audiences.
• Ensure consistency and accuracy of the organisation's external positioning across proposals, presentations and digital channels.
• Support marketing and communications activity relevant to business development objectives.
3.5 Reporting and Governance
• Provide periodic pipeline, submission and win-rate reporting to management.
• Maintain accurate records of opportunities, submissions, outcomes and client interactions.
• Contribute to annual business development planning and target setting.
3.6 Potential Responsibility – Promote MW Products
• Primarily GRASP- working with product lead to analyse market, do competitor analysis, identify opportunities and lead the product sales and marketing initiative in conjunction with the product lead.
4. Required Qualifications and Experience
Essential
1. 7-10 years of relevant experience in business development, partnerships, proposal management, resource mobilisation or programme management.
2. Experience gained within one or more of the following: a large NGO or foundation, a UN or bilateral agency, a development consulting firm, a government project management unit, or the public sector practice of a professional services firm.
3. Demonstrated ownership of multiple bids, tenders or grant proposals through the complete lifecycle, with verifiable outcomes.
4. Working knowledge of the eGovernance and digital governance landscape in India, including the roles of MeitY, NIC, NeGD and state eGovernance bodies.
5. Sufficient technical literacy to engage credibly on web platforms, mobile applications, management information systems, databases and cloud infrastructure without requiring intermediation for routine discussions.
6. Demonstrably solid written English, with the ability to produce clear, structured and persuasive technical documentation.
7. Confident presentation skills before senior government, donor and institutional audiences.
8. Willingness to travel domestically as required.
Desirable
1. Direct working experience with GeM, CPPP or UN agency procurement systems.
2. Post-graduate qualification in Mass Communication, English honours, Development Studies, Public Policy or Management.
3. Sector exposure in health, agriculture, education, rural development or urban governance.
4. Experience across state project management units, implementing partners or development sector organisations.
5. Working knowledge of CRM, proposal management or document collaboration tools.
