Position Overview:
The Senior Lead, Training, based at Delhi, India Country Office will be part of the team supporting the Jharkhand Foundational Literacy Program and lead the planning, implementation and monitoring of its orientation and capacity-building programs. The role will serve as the key point of contact between Room to Read, external training agencies and internal teams.
The Senior Lead Training will translate program goals and staffing timelines into a phased training plan, guide its implementation across cohorts, and monitor the quality of delivery and participant learning. The role will oversee training delivery for approximately 200–300 team members annually, including block-level staff, Team Leads and District Leads. Using assessment results, facilitator observations and field feedback, the Senior Lead, Training will identify learning gaps, coordinate corrective sessions and refreshers, and strengthen the approach for subsequent cohorts.
Responsibilities:
Define role-specific training needs and learning outcomes:
- Develop a strong understanding of the Jharkhand Foundational Literacy Program, including implementation model, staffing structure and expected outcomes, and translate this into role‑wise learning needs.
- Define role‑wise capabilities and learning outcomes for each participant group and training component, in consultation with Program, technical and other relevant teams.
- Specify assessment criteria and deployment gates (mandatory modules and minimum competency thresholds) for independent field work.
Agency onboarding & management:
- Serve as the primary Room to Read point of contact for the external training agency and anchor day-to-day coordination throughout the assignment.
- Lead the agency onboarding by facilitating access to relevant program information, internal stakeholders, existing training materials, policies and other required resources.
- Monitor agency progress against the agreed workplan and follow up on pending activities, submissions and actions and coordinate internal review and approval of agency deliverables.
- Provide consolidated Room to Read feedback within agreed timelines and identify and escalate delays, risks, quality concerns or dependencies that may affect timely implementation
- Review agency deliverables against the agreed deliverables before closure of each phase and processing of related payments.
Internal stakeholder & content coordination:
- Coordinate across departments involved in the orientation and capacity-building programme.
- Coordinate review meetings, consultations, content validation, facilitator discussions and approvals required at different stages.
- Ensure that inputs received from multiple teams are consolidated and communicated clearly to the agency.
- Coordinate with relevant Room to Read staff who are expected to facilitate or contribute to specific training sessions.
Lead training planning and implementation for 250+ staff across different roles and phases:
- Lead Room to Read’s end‑to‑end training plan for approximately 250+ staff across different roles and phases, aligned to hiring phases, district calendars and deployment targets.
- Sequence agency‑led sessions, Room to Read‑led technical sessions, field‑based learning and refresher interventions so that all required components are delivered in the right order and on schedule.
- Support preparation and execution of the second training phase by incorporating learning and operational experience from the first cohort and refresher cycle.
- Resolve implementation issues during training and ensure smooth coordination across batches and locations.
- Lead planning and coordination of training logistics for each batch, including venues, participant travel and accommodation, equipment and materials, in coordination with Admin, Finance and other teams.
Training monitoring, quality & learning follow-up:
- Maintain and review a training dashboard covering planned and completed batches, attendance, completion, assessments, feedback, learning progress and pending actions, disaggregated by cohort and role..
- Analyse participant assessment results, feedback, facilitator observations and agency reports to identify recurring learning gaps and implementation issues, and plan corrective actions.
- Plan and coordinate refresher trainings based on identified needs, and agree additional support (repeat sessions, practice, coaching or reassessment) for participants who have not demonstrated required competencies.
- Document learning from each rollout and refresher phase and incorporate it into the training approach for subsequent cohorts.
- Review final reports, dashboards, participant learning records and other agency outputs, ensure agreed documentation and materials are handed over to Room to Read, and share key learnings and recommendations with relevant teams

Qualifications:
Required:
- Bachelor’s degree in Education, Social Sciences, Development Studies, Management or a related field. A postgraduate qualification or professional certification in education, training or learning and development is desirable.
- Minimum 8 years of relevant experience in education or development programs, including substantial responsibility for planning and managing training across multiple cohorts or locations.
- Experience managing an external training agency, training partners or facilitators, with responsibility for monitoring delivery timelines and quality.
- Experience using assessments, facilitator observations and field feedback to identify learning gaps, arrange corrective training and improve subsequent cohorts.
- Strong experience working with program and technical teams to translate field implementation needs into practical training plans for different roles.
- Ability to manage concurrent training batches, budgets, logistics and stakeholders across multiple locations.
- Strong written and verbal communication skills in Hindi and English, with willingness to travel within Jharkhand.
- Experience in foundational literacy or large-scale government education programs is desirable.
