Job Summary

We are looking for an experienced Senior Billing Engineer with 12–15 years of hands-on experience in construction projects. The candidate should have strong expertise in quantity surveying, billing, estimation, quotations, tendering, BOQ preparation, rate analysis, and cost control.

The candidate should be capable of independently handling project billing activities, coordinating with clients/consultants and site teams, and ensuring accurate and timely submission of bills.

Key Responsibilities

1. Billing & Quantity Surveying

- Prepare RA Bills, final bills, subcontractor bills, and client bills as per project requirements.
- Prepare and verify measurement sheets, abstracts, BOQs and quantity statements.
- Take measurements from drawings and site work and verify executed quantities.
- Check contractor/subcontractor bills and ensure accuracy of quantities and rates.
- Maintain proper records of measurements, bills, deductions, advances and recoveries.
- Coordinate with site engineers, project managers, consultants and clients for bill certification.

2. Estimation & Rate Analysis

- Prepare detailed estimates and quantity take-offs for civil construction works.
- Prepare BOQ, rate analysis and cost estimates for projects.
- Study drawings, specifications and scope of work for accurate estimation.
- Prepare material, labour and equipment cost calculations.




- Analyse project costs and identify variations between estimated and actual quantities/costs.
- Prepare revised estimates based on changes in scope or drawings.

3. Tendering

- Study and understand tender documents, BOQs, drawings, specifications and terms & conditions.
- Prepare tender estimates and commercial quotations.
- Analyse tender BOQs and identify missing items, discrepancies and risks.
- Prepare rate analysis and competitive rates for tender submission.
- Assist in preparation and submission of technical and commercial tender documents.
- Review tender requirements, eligibility criteria and contractual conditions.
- Prepare tender queries/clarifications wherever required.

4. Quotations & Commercial Work

- Prepare client quotations and work estimates based on drawings, specifications and scope.
- Obtain and compare vendor/subcontractor quotations.
- Negotiate rates and support vendor/subcontractor finalisation.
- Prepare comparative statements and rate comparison sheets.
- Track material and labour rate fluctuations and update estimates accordingly.

5. Quantity & Cost Control

- Monitor project quantities against the approved BOQ.
- Track variation, extra items, deviation and additional works.




- Prepare variation statements and claims for additional works.
- Assist in project cost monitoring and forecasting.
- Identify quantity/cost discrepancies and report them to the Project Manager/Management.

Required Skills

- Robust knowledge of Quantity Surveying (Q&S;) and construction billing.
- Excellent understanding of BOQ, RA Bills, Final Bills and Measurement Sheets.
- Strong knowledge of rate analysis and estimation.
- Practical experience in tendering and quotation preparation.
- Ability to read and interpret civil drawings and specifications.
- Good knowledge of construction materials, methods and measurement standards.
- Strong Excel skills; knowledge of AutoCAD and billing/estimation software will be an advantage.
- Good analytical, negotiation and communication skills.
- Ability to coordinate effectively with clients, consultants, contractors, subcontractors and site teams.

Qualification

- B.E./B.Tech/Diploma in Civil Engineering.
- 12–15 years of relevant experience in civil construction billing, estimation, quantity surveying and tendering.

Preferred Candidate Profile

- Candidates with strong site-based construction experience will be preferred.
- Experience in residential, commercial, institutional or large-scale civil construction projects will be an advantage.
- Should be able to independently handle billing, estimation, Q&S; and tendering activities.
- Should have good commercial understanding and the ability to work with minimum supervision.
