IMMEDIATE JOINING

ROLE PURPOSE To plan, source, deploy, and administer qualified seafarers and offshore personnel for SEAMEC's fleet of offshore support and diving support vessels. The role ensures every vessel is crewed in line with its Protected Manning Document and client requirements, in compliance with flag state, DG Shipping, and international regulations.

The Crewing

Officer reports to the Crewing Manager.

KEY RESPONSIBILITIES

Crew Planning and Deployment

- Maintain crew rosters and rotation schedules for all vessels, including relief planning and leave management.
- Ensure each vessel meets Safe Manning Document requirements, plus any additional crew and competency requirements of clients (e.g. DP and diving personnel).
- Coordinate crew changes, including travel, visas, accommodation, transfers, and joining formalities, in port or at sea.
- Plan ahead for contract expiries, promotions, and project mobilisations or demobilisations.

Recruitment and Selection

- Source officers and ratings through manning agents, databases, referrals, and walk-ins.
- Screen applications, verify certificates and sea service, and coordinate interviews with technical and marine superintendents.
- Run reference checks and verify documents with issuing authorities where required.
- Maintain a pool of pre-approved candidates for key positions such as Master, Chief Engineer, DPOs, and ETOs.

Compliance and Documentation

- Verify validity of CDC, passport, INDoS number, COC/COP, STCW certificates, DP certification, and offshore safety certificates (e.g. BOSIET/HUET, medical, sea survival).




- Ensure seafarer employment agreements and wages comply with MLC 2006 and applicable Indian regulations.
- Ensure crew hold valid medical certificates and any required vaccinations.
- Maintain accurate crew records and prepare for audits (ISM, MLC, client, and flag state).
- Handle RPSL/DG Shipping documentation, sign-on/sign-off reporting, and crew lists.

Training and Competence

- Track certificate expiry and training needs, and schedule refresher and statutory courses.
- Support competence assessment, appraisals, and succession planning with technical and marine superintendents.
- Ensure familiarisation and onboarding are completed on joining.

Payroll and Welfare

- Provide inputs to payroll for wages, overtime, allowances, and deductions, and resolve crew queries.
- Handle allotments, insurance, P&I-related; crew matters, and medical claims.
- Act as the shore contact for crew welfare, family matters, grievances, and emergencies, escalating to the Crewing Manager as needed.
- Support the company's response to crew-related incidents, repatriation, and medical evacuation.

Reporting and Coordination

- Report to the Crewing Manager on crew status, manning levels, vacancies, and any compliance risks.
- Prepare MIS reports such as crew status,



certificate expiry, turnover, and cost.
- Liaise with vessel masters, technical and operations teams, manning agents, medical clinics, travel agents, and authorities.
- Support client crew matrix submissions and tender requirements.

QUALIFICATIONS AND EXPERIENCE

- Graduate in any discipline; a marine background (ex-seafarer, Master Mariner, Chief Engineer, or Class IV/III officer) is highly preferred.
- 2-4 years of crewing or manning experience, ideally in offshore, DSV, OSV, or other specialised vessels.
- Sound knowledge of STCW, MLC 2006, ISM Code, DG Shipping (India) circulars, RPSL, and CDC/INDoS processes.
- Familiarity with DP certification, IMCA competence frameworks, and offshore client requirements is an advantage.

SKILLS AND COMPETENCIES

- Strong planning, coordination, and problem-solving skills under time pressure.
- Excellent communication with seafarers, clients, and agents; empathy and discretion in welfare matters.
- Attention to detail in documentation and compliance.
- Proficiency in MS Office and crew management software (e.g. Sertica, Shipsoft, or similar).
- Willingness to work flexible hours and handle out-of-hours emergencies.

KEY PERFORMANCE INDICATORS

- Percentage of vessels fully and compliantly crewed at all times.
- Crew changes executed without delays or non-conformities.
- Zero certificate-validity non-conformities in audits and inspections.
- Time to fill vacancies and crew turnover.

- • Accuracy and timeliness of payroll inputs and statutory reporting.
