Key Responsibilities:
Cost & Commercial Management
- Lead overall pre-contract and post-contract cost management activities from the PMC/client representative side.
- Establish project cost management procedures, reporting formats, trackers and commercial controls.
- Prepare/review cost estimates, budgets, BOQs and cost plans at various stages of the project.
- Review estimates and advise the project/client team on cost implications and opportunities for optimization.
- Maintain overall project cost reports, including committed cost, incurred cost, forecast cost, outstanding liabilities and Estimate at Completion (EAC).
- Prepare and monitor project cash-flow forecasts against approved budgets and project targets.
Billing & Measurement
- Review and certify contractor/vendor running account bills and final bills in accordance with contractual terms.
- Verify supporting documents, measurements and Bar Bending Schedules (BBS) as applicable.
- Conduct/coordinate in office measurement verification against executed quantities.
- Maintain comprehensive bill certification and payment trackers.
- Ensure timely certification while maintaining appropriate commercial and contractual controls.
Tender & Procurement Management
- Prepare/review BOQs, tender documents and commercial packages in coordination with technical teams.
- Coordinate with vendors/contractors for commercial quotations and required clarifications.
- Prepare/review commercial comparative statements and bid evaluation reports.
- Lead commercial evaluation of tenders and provide recommendations to the client for contractor/vendor selection.
- Participate in commercial negotiations and support contract award recommendations.
Contract Administration & Change Management
- Review contract documents and provide commercial/contractual comments and recommendations to the client.
- Support the project team on contractual matters, notices, correspondence and commercial issues.
- Establish and manage processes for variations, change orders and additional works.
- Review contractor variation claims, validate entitlement and quantities, assess commercial impact and recommend settlement to the client.
- Maintain variation/change registers and monitor their impact on the overall project budget.
- Support assessment and resolution of claims, disputes and contractual/commercial risks.
Value Engineering & Cost Optimization
- Participate in and facilitate Value Engineering (VE) workshops with the client, design consultants, contractors and other stakeholders.
- Evaluate proposed alternatives from a cost and commercial perspective.
- Track identified savings and review the final Value Engineering Report before submission to the client.
- Identify opportunities for cost optimization without compromising quality, safety, functionality or project requirements.
Reporting & Stakeholder Management
- Prepare monthly cost reports, outstanding reports, cost incurred reports, cash-flow forecasts and management dashboards.
- Provide clear visibility to the client on budget status, commitments, variations, forecast final cost and key commercial risks.
- Attend project reviews and senior management meetings and provide updates on cost and commercial performance.
- Coordinate closely with client representatives, project managers, design consultants, contractors and vendors.
- Escalate potential budget overruns and commercial risks and recommend appropriate mitigation measures.
Experience & Qualification:
- 12+ years of overall experience in Cost Management, Quantity Surveying, Commercial Management and Contract Administration.
- Degree in Civil Engineering / Quantity Surveying / Construction Management or related discipline.
- Strong PMC / Cost Consultancy / Client Representative experience is highly desirable.
- Demonstrated experience managing both pre-contract and post-contract commercial activities on large-scale projects.
- Experience in semiconductor, advanced manufacturing, data centers, pharmaceutical, heavy industrial or other technically complex projects will be preferred.
- Robust knowledge of cost planning, BOQ preparation, quantity take-off, tendering, contractor bill certification, variation/change management, claims and contract administration.
- Experience in cost forecasting, cash-flow management, cost reporting, commercial negotiations and value engineering.
- Strong stakeholder management skills with the ability to coordinate effectively with clients, consultants, contractors and vendors.
- Ability to independently lead the cost and commercial management function from a PMC/client representative perspective.
