Job SummaryWe are looking for an experienced Billing & Planning Engineer to manage project billing, quantity measurement, construction planning and progress monitoring activities. The candidate will work closely with the project, site, commercial and management teams to ensure accurate billing and effective project planning.

Key Responsibilities

- Prepare and verify client bills, contractor bills and subcontractor bills.
- Conduct quantity measurements and prepare quantity take-offs based on drawings and site execution.
- Manage BOQ quantities and monitor quantity consumption against approved quantities.
- Prepare and maintain project schedules and work programs.
- Monitor planned versus actual progress and identify delays or deviations.
- Prepare daily, weekly and monthly progress reports.
- Coordinate with site engineers and project teams to collect accurate progress data.
- Prepare quantity reconciliation and support project cost monitoring.




- Conduct rate analysis and assist with cost-related assessments.
- Review drawings and specifications for accurate quantity measurement and billing.
- Coordinate with the site, procurement, accounts and project management teams.
- Maintain billing, measurement and planning documentation.
- Assist in preparation of recovery plans and monitoring corrective actions for delayed activities.
- Ensure billing and planning records are accurate, updated and properly documented.

Qualifications & Experience
- Degree/Diploma in Civil Engineering or a related discipline.
- 3–7 years of relevant experience in construction billing and planning.
- Experience in large-scale building, hospital or infrastructure projects will be preferred.
- Strong knowledge of BOQ, quantity measurement, billing and quantity reconciliation.
- Experience in client billing and contractor/subcontractor billing.
- Good understanding of construction planning and progress monitoring.
- Experience with Primavera P6 and/or MS Project will be an advantage.
- Strong proficiency in MS Excel.
- Knowledge of rate analysis and construction cost control.
- Solid analytical, numerical, documentation and coordination skills.
- Ability to work effectively in a project-site environment.
