The Project Engineer Billing & Project Management will be responsible for end-to-end management of assigned projects, including project planning, site execution, manpower and material coordination, measurements, billing, variation management, client coordination, documentation, and payment follow-up.

The primary objective is to ensure that projects are executed within the agreed scope, cost, quality, and timeline, while ensuring that all completed work is accurately measured, billed, certified, and commercially recovered.

KEY ROLES & RESPONSIBILITIES

1. Project Planning & Management

- Study the work order, BOQ, drawings, specifications, scope of work, and contractual terms before project commencement.
- Prepare project execution plans and activity schedules.
- Plan manpower, materials, equipment, and work fronts.
- Monitor daily and weekly project progress against planned targets.
- Identify delays, constraints, and site issues and take corrective action.
- Ensure timely completion of project milestones.
- Coordinate multiple work fronts and subcontractor activities.

2. Site Execution

- Supervise day-to-day project activities and ensure execution as per approved methodology and specifications.
- Coordinate with supervisors, foremen, workers, subcontractors, and other agencies.
- Ensure proper sequencing of activities.
- Monitor workmanship and productivity.




- Ensure completed work is ready for inspection and measurement.
- Minimize rework, delays, and material wastage.

3. Billing & Measurement

- Take accurate measurements of completed works.
- Prepare Measurement Sheets (MS) and Joint Measurement Sheets (JMS).
- Maintain previous, current, cumulative, and balance quantities.
- Prepare and submit RA Bills / Running Bills within the agreed billing cycle.
- Ensure all completed and eligible works are included in the bills.
- Coordinate with the client/main contractor/PMC for measurement approval.
- Track bill submission, certification, invoicing, and payment status.
- Maintain a project-wise billing tracker.

4. Commercial & Variation Management

- Monitor actual quantities against the approved BOQ.
- Identify additional, extra, and deviation works.
- Maintain records of all extra works through site instructions, photographs, measurements, and correspondence.
- Prepare variation statements and rate analysis for non-BOQ items.
- Obtain necessary approvals for additional works and revised quantities.
- Ensure no legitimate commercial claim is missed.
- Monitor work order value against actual execution and billing.
- Inform management about quantity overruns and additional work order requirements.
