Job Description
The Consultant – Midwifery Initiative will provide technical assistance and support to the Government of Karnataka and to the Midwifery Initiative programme team at Aastrika.
The Consultant will serve as the nodal point of contact with the concerned officials, including the Deputy Director – Maternal Health (DD-MH) at the Directorate of Health & Family Welfare, Arogya Soudha, Bengaluru, for implementing the Midwifery Initiative (Nurse Practitioner in Midwifery programme) in the state, and is expected to be co-located with the relevant departments as required. The role involves day-to-day coordination to support programme planning and implementation, including developing the Programme Implementation Plan (PIP) and participating in NHM review meetings.
The Consultant will also work with the government to develop and implement policies, programmes and services that improve the health and well-being of mothers and newborns.
Key Responsibilities
- Nodal coordination: Serve as the nodal point between Aastrika Foundation and the NHM / Department of Health & Family Welfare for all aspects of the Midwifery Initiative, ensuring programme timelines, goals and objectives are met.
- NMTI/SMTI set-up: Assist and support the programme team, partner institutions and other stakeholders to operationalise the National Midwifery Training Institute (NMTI), which trains Midwife Educators, and the State Midwifery Training Institutes (SMTIs), which train the NPMs
- Internal coordination: Keep the Aastrika team, colleagues and supervisors apprised of all deliverables, and plan with them to build effective partnerships across all initiatives.
- Trainings:
Assist the programme team with logistical support for NPM and NPME training, in coordination with the NMTI/SMTIs, training institutions and other relevant stakeholders
- Stakeholder engagement and meetings: Assist in organising periodic review meetings with stakeholders, including preparing data sets, presentations and minutes. Attend monthly NHM review meetings to capture district needs and share requirements for strengthening midwifery services.
- Field support: Assist and support field activities, such as identifying groups/teams for advocacy and sensitisation programmes of midwifery initiative
- NHM planning: Work with the NHM team and stakeholders to meet the midwifery training targets set in the annual Programme Implementation Plan (PIP) and support the NHM team in preparing the annual PIP budget. Prepare budget guidelines, issue financial guidelines to districts, and facilitate the periodic release of funds for the NMTI and SMTI batches.
- Reporting and monitoring: Support the DD-MH with monthly and quarterly reports as per GoI requirements; improve documentation of midwifery services at all service delivery sites (including MLCUs); and strengthen state-level programme monitoring with the state team.
- NPM deployment:
Assist in tracking the deployment of trained Nurse Practitioners in Midwifery (NPMs) and ensure they are supported to start and sustain midwife-led services.
- Technical assistance: Provide technical assistance to the government on maternal and reproductive health, as required.
Qualifications
- Master’s degree in public health, nursing, medicine or a related field, with a minimum of 4+ years of experience in maternal and reproductive health.
- Familiarity with NHM processes (PIP preparation, review mechanisms, GoI reporting) and the NPM initiative will be an advantage.
- Excellent communication skills in Kannada and English, with a proven ability to manage diverse stakeholders, including government officials.
- Self-driven, accountable and detail-oriented; able to work independently and in a lean team.
- Passion for midwifery and respectful maternity care; willing to travel and work in remote areas, if required.
- Flexibility to work with timelines applicable to the Government of Karnataka.
