One of our client in telecom industry is looking for General Manager – Legal & Regulatory to lead legal, regulatory, litigation and compliance activities for their Broadband Division.

Key Responsibilities

1. Legal Agreements & Commercial Documentation

• Review and vet agreements, MOUs, LOIs, term sheets, license agreements and IPR-related documentation.

• Prepare and standardize agreements for the broadband business.

• Support business teams in drafting documentation based on commercial negotiations.

• Manage online execution of agreements and maintain agreement trackers/MIS.

2. Litigation & Dispute Management

• Review legal matters and advise internal teams on appropriate legal recourse.

• Coordinate with advocates/counsels for legal notices and proceedings.

• Manage litigation before Courts, Tribunals, TDSAT, Mediators and Arbitrators.

• Prepare/review notices, petitions, replies, counter-replies and supporting evidence.

• Track litigation and legal notices through appropriate MIS.

• Handle trademark registration applications, objections and related responses.

3. DoT & Telecom Regulatory Compliance

• Manage regulatory activities with the Department of Telecommunications (DoT).

• Experience with portals/processes such as SARAL, OCBMS, MBSS Audit, ISRP, Security & Technical Audit will be highly relevant.

• Liaise with DoT officials and provide required clarifications and documentation.

• Advise internal teams on telecom licenses, guidelines, directions and regulatory requirements.

• Manage applications for licenses/authorizations and track approvals.

• Oversee IPDR and website-blocking requirements as directed by DoT/Courts/Government Authorities.

• Coordinate with Law Enforcement Agencies (LEAs)



for KYC details, certificates and statements.

4. DoT & TRAI Reporting

• Manage monthly subscriber and data-usage reports to DoT/TRAI.

• Coordinate and submit quarterly PMR reports, including relevant annexures.

• Manage half-yearly returns and other regulatory submissions.

• Coordinate with internal teams to ensure accurate and timely portal submissions.

5. License Fee / AGR & Bank Guarantees

• Coordinate with Finance for License Fee / AGR calculations, payments and regulatory filings.

• Manage quarterly and annual returns through the relevant regulatory portals.

• Review and prepare representations/replies against demand notices.

• Coordinate matters that may require proceedings before TDSAT.

• Manage submission and tracking of Bank Guarantees with CCA offices.

• Maintain the Bank Guarantee tracker and ensure timely renewals/submissions.

6. MIB / Broadcasting Regulatory Matters

• Manage online applications related to channel renewal/change through the Broadcast Seva Portal.

• Coordinate annual renewal fee payments and related regulatory requirements.

7. Legal Governance & Business Advisory

• Prepare updates on AGR, License Fee and DoT communications for senior management/Board meetings.

• Review and process invoices related to advocates, counsels and legal vendors.

• Maintain legal payment trackers and MIS.

• Provide legal and regulatory advice to Business and other internal teams on matters referred to the Legal function.

Ideal Candidate Profile

- Litigation & TDSAT matters
- Commercial agreements & contract management
- Government authority coordination
- Legal advisory and stakeholder management

Candidates with robust exposure to Telecom Regulatory Affairs, Broadband, ISP, DoT, TRAI and TDSAT will be preferred.
