1. Job Purpose
Support the well-being, settlement and integration of migrant workers at the workplace and in hostel accommodation. The Counsellor provides confidential support, delivers practical awareness programmes, facilitates access to services and helps resolve concerns by coordinating with workers, factory teams and hostel administration.
2. Key Roles and Responsibilities
Training and awareness
- Plan and conduct regular sessions on financial and legal literacy, health and hygiene, insurance, social security, workplace safety, welfare schemes and emergency support. Adapt materials to varying literacy levels.
Worker counselling
- Offer confidential individual and group counselling for personal, family, emotional, financial and workplace-related concerns. Arrange appropriate referrals and follow up with workers as needed.
Migration and settlement support
- Orient new migrant workers to local healthcare, transport, banking, communication, workplace policies, rights and welfare schemes. Help workers navigate practical settlement challenges.
Grievance management
- Listen to concerns, document cases appropriately, maintain confidentiality and coordinate with HR, OD and hostel management for timely action. Follow up on outcomes and escalate sensitive cases through designated channels.
Hostel welfare
- Make regular hostel visits; identify concerns about food, accommodation, hygiene, safety, health and interpersonal relationships; and work with hostel administration on corrective actions.
Documentation and reporting
- Maintain training attendance, counselling case notes, referrals, grievance status and follow-up records. Submit periodic reports on activities, recurring concerns and recommended interventions without disclosing unnecessary personal details.
Coordination and emergency support
- Coordinate with HR,
MSC (Migrant Support Centre), hostel administration, security, medical teams and external providers for welfare programmes and worker emergencies, following established protocols.
3. Qualifications and Experience
- Any Graduation or Post Graduation.
- Preferably 13 years of experience in counselling, migrant welfare, community development or employee welfare; relevant garment-sector or industrial experience is an advantage.
- Fluency in Hindi and Oriya is mandatory.
4. Essential Skills
- Empathetic listening, trust-building, cultural sensitivity and sound qualified boundaries.
- Group facilitation, practical problem-solving, referral coordination and crisis response.
- Basic computer skills for case records, attendance trackers and reporting.
- Ability to communicate with workers from diverse language, educational and cultural backgrounds.

6. Professional Expectations
Regular factory and hostel visits are required; occasional support outside standard working hours may be needed for emergencies. Maintain confidentiality and follow safeguarding, grievance and workplace sexual-harassment procedures. Refer cases requiring clinical mental-health care, legal representation or other specialist assistance to qualified professionals or designated authorities.
