Qualification Required: A post-graduate degree/diploma in management, development studies, rural management, or a related field.

Experience Required

- Minimum 5 years of professional experience in managing large-scale development programs, preferably in livelihoods, financial inclusion, or SHG/community-institution contexts.
- Prior experience working with state-level government missions (e.g., SRLM/State Rural Livelihoods Mission) or financial-inclusion programs is preferred.
- Demonstrated experience managing multi-district teams and programs.

- Strong program management and team-leadership skills.
- Strong understanding of SHG/CLF federated structures and rural livelihoods ecosystems.
- Willingness to travel extensively within the assigned district, including to remote blocks and clusters.
- Positive facilitation and training skills for working with SHG members and Bookkeepers.
- Excellent oral and written English communication skills.
- Strong digital literacy, including MS Office, data/MIS systems, and budget management.
- Familiarity and understanding of LoKos system will be an advantage.

About the Project

PCI intends to work on supporting JEEViKA in LokOS Data Digitization for Enhanced Credit, through a 12-month intensive engagement, covering 4 districts of Bihar - Patna, Bhojpur, Muzaffarpur and Nalanda - across 70 Cluster Level Federations (CLFs) and 5.95 lakh SHG women.

The assignment requires a field-led implementation approach to translate LokOS digitisation into sustained, accurate and credit-relevant transaction data at scale.



Working closely with Jeevika (BRLPS), PCI will drive SHG and VO transaction-data training and adoption, data-quality assurance, handholding, operational problem-solving and structured reporting, contributing to the plan of supporting 0.8 million active, regularised transaction-data records by 2027.

The project centres on moving Bihar's SHG/VO ecosystem beyond one-time training towards sustained usage, regularised transaction data, strengthened Bookkeeper (BK) capability, and clean, integration-ready CLF-level data to support future credit-model integration.

About the Role

The Project Manager will hold end-to-end responsibility for the LokOS - program in Bihar, covering 4 districts, 70 CLFs and 5.95 lakh SHG women. S/he will work in direct coordination with the State team of JEEViKA to align priorities and delivery, and will be accountable for overall program performance, timelines and reporting to internal PCI leadership. S/he will serve as the primary escalation point for state-level risks and bottlenecks and will drive coordination between state and district team while ensuring achievement of project outcomes.

Key Responsibilities

Program Leadership Implementation

- Hold end-to-end responsibility for the LokOS - program in Bihar, from planning through close-out.
- Lead state-level program planning,



phased CLF rollout, and execution aligned with the project workplan and timelines.
- Work in direct coordination with State team to align priorities, troubleshoot delivery challenges, and ensure consistent implementation of the program approach.
- Oversee achievement of SHG and VO transaction-data adoption, training completion, and data-quality targets across all 70 CLFs.

Performance Risk Management

- Monitor program performance against targets, flag deviations, and drive corrective action.
- Identify and mitigate program risks, including delivery delays, data-quality gaps, and stakeholder-coordination challenges; ensure contingency planning.

Stakeholder Partnership Management

- Serve as the point of contact with Jeevika (BRLPS) at the state level, ensuring PCI's support is valued and effectively utilised.
- Build and nurture relationships with state officials and institutional partners to enable systemic impact.
- Work closely with internal PCI teams to address other key stakeholder needs.

Reporting Documentation

- Ensure timely, accurate reporting to internal PCI leadership as per the agreed reporting cadence.
- Consolidate learnings, best practices and program updates for dissemination to donors, partners and government stakeholders.
- Review and finalise key reports, briefings and presentations prepared for national and state audiences.
