Project Background
A responsive, accessible, and pandemic-resilient public health system depends on early detection, accurate testing, and timely reporting. Under India's Integrated Disease Surveillance Programme (IDSP), District Public Health Laboratories (DPHLs) are a critical link between clinical care and disease surveillance — supporting early identification of febrile-illness clusters, water-borne disease events, and other public health threats. In partnership with the National Centre for Disease Control (NCDC) and TIFA, FIND is supporting a multi-state initiative to strengthen DPHL capacity across Assam, Jharkhand, and Maharashtra.
The project works with State Surveillance Units (SSUs) and DPHLs to: (1) conduct a baseline gap assessment of infrastructure, human resources, equipment, biosafety, and quality processes; (2) strengthen laboratory management, supply chain, and Quality Management Systems (QMS); (3) upskill DPHL and SSU staff on epidemiology, outbreak surveillance, and timely reporting on the Integrated Health Information Platform (IHIP); (4) build capacity for environmental/water testing as part of outbreak preparedness; and (5) support integration of these systems into routine state health functions through a sustainability roadmap. Standardized training content, SOPs, and a robust Quality Management System are central to all of these workstreams.
The Monitoring, Evaluation & Data Analyst will lead the project monitoring and evaluation framework while providing high-quality data management and analytical support. The role will track project indicators and milestones, strengthen data quality, generate actionable insights, and support evidence-based decision-making and reporting. The position will work closely with the Program Manager, Senior Microbiologist, Training and QMS Lead, State Coordinators - Microbiology, NCDC, State Surveillance Units, and other project stakeholders
Key Responsibilities;
• Develop and maintain the project monitoring and evaluation framework, including results framework, indicator matrix, definitions, targets, data sources, reporting frequency,
and responsibilities.
• Track project outputs, outcomes, milestones, risks, and implementation progress across Assam, Jharkhand, and Maharashtra, and flag variances requiring management attention.
• Design and maintain monitoring tools, databases, KPI trackers, and dashboards covering baseline and endline assessments, mentoring visits, training coverage, QMS indicators, laboratory performance, and IHIP reporting trends.
• Collect, clean, validate, analyse, and interpret quantitative and qualitative data from state and district sources, ensuring completeness, accuracy, consistency, and timely submission.
• Conduct routine data quality assessments and verification checks; identify gaps, errors, and limitations and coordinate corrective actions with project teams.
• Analyse baseline, periodic, and endline data using Excel and appropriate statistical software such as SPSS, Stata, R, or Python.
• Prepare data visualizations, trend analyses, performance summaries, and management dashboards using Excel, Power BI, Tableau, or similar tools.
• Support periodic project, donor, and stakeholder reporting by consolidating evidence, analysing progress against targets, and presenting clear findings and recommendations.
• Support the design and analysis of surveys, assessments, training evaluations, pre- and post-tests, and feedback mechanisms.
• Document lessons learned, good practices, case studies, and evidence of project contribution to support adaptive management and knowledge sharing.
• Provide training and coaching to State Coordinators and other project staff on monitoring tools, indicator definitions, data collection, cleaning, validation, analysis, and reporting.
• Coordinate with technical and program teams to ensure monitoring findings are used for course correction, planning, and decision-making.
• Support publications, scientific presentations, dissemination materials, and the consolidated project closure dataset and report, including baseline-versus-endline comparisons.
• Regularly update the supervisor and project team on progress, key findings, data-quality issues, and implementation challenges.
• Undertake other related duties assigned from time to time.
Experience/Skills required
• Master's degree in Public Health, Epidemiology, Biostatistics, Statistics, Monitoring & Evaluation, Data Science, Health Informatics,
Social Sciences, or a related field.
• Minimum 8 years of relevant experience in monitoring and evaluation, data management, or data analytics, preferably in public health, laboratory systems, disease surveillance, or donor-funded programmes.
• Demonstrated experience developing M&E; frameworks, results frameworks, indicator matrices, data-collection tools, KPI trackers, and performance dashboards.
• Strong experience handling large datasets, including data collection, cleaning, validation, analysis, interpretation, visualization, and reporting.
• Advanced proficiency in Microsoft Excel and experience with statistical packages such as SPSS, Stata, R, or Python.
• Experience with data-visualization tools such as Power BI or Tableau is strongly preferred.
• Knowledge of databases such as MS SQL Server and automation using Python or VBA will be an advantage.
• Experience with public health surveillance systems, including IHIP or IDSP reporting formats, is desirable.
• Ability to translate complex data into clear findings, practical recommendations, and concise reports for technical and non-technical audiences.
• Strong analytical, problem-solving, coordination, interpersonal, oral, and written communication skills, with close attention to detail.
• Ability to work effectively with multi-state and multicultural teams and coordinate with government and project stakeholders.
• Willingness to travel to project states as required.
Nature of Appointment:
This is a full-time position with an initial contract term until 31 March 2027, renewable subject to performance and project needs.
