This role requires a strategic leader who can design comprehensive safety frameworks while ensuring practical implementation across all project phases, from construction through commissioning and handover.Key ResponsibilitiesStrategic Planning & Policy DevelopmentDesign and implement comprehensive HSSE strategies aligned with data centre industry best practices and project-specific requirementsDevelop site-specific safety procedures, work method statements, and emergency response plans tailored to data centre construction environmentsEstablish safety performance targets and continuous improvement initiativesEnsure alignment with ISO 45001, ISO 14001, and relevant local regulatory frameworksRisk Management & ComplianceConduct systematic hazard identification and risk assessments for all project activities, including high-risk operations such as electrical installations, HVAC systems, and critical infrastructure workPerform comprehensive job safety analyses (JSA) and implement hierarchy-of-control-based preventive measuresExecute routine site audits and inspections to monitor compliance with local regulations, international standards, and client specificationsMaintain permit-to-work systems for high-risk activities including hot work, confined space entry, working at height, and electrical isolationIncident Management & InvestigationLead thorough root-cause analyses for all workplace incidents, near-misses, and unsafe conditions using recognized investigation methodologiesTrack corrective and preventive actions (CAPA) through to verified closure, ensuring lessons learned are disseminated across the projectManage incident reporting systems and maintain accurate records for regulatory and client reporting requirementsTraining & Culture DevelopmentOversee comprehensive safety orientation programs for all staff, subcontractors, and visitorsPlan and conduct regular emergency drills including fire evacuation,
medical emergency response, and crisis management scenariosLead behavioral safety campaigns and safety leadership programs to foster a proactive safety cultureMentor project teams and contractor personnel on HSE expectations and best practicesPerformance Monitoring & ReportingEstablish and track key performance indicators (KPIs) including leading and lagging indicators such as safety observations, training completion rates, incident frequency rates, and lost-time injury statisticsPrepare regular HSSE performance reports and dashboards for senior leadership, clients, and regulatory authoritiesConduct management reviews and present improvement recommendations to project stakeholdersRequired QualificationsEducation & CertificationsBachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or related fieldProfessional HSE certification (NEBOSH International Diploma, IOSH, or equivalent) requiredAdditional certifications in emergency response, fire safety, or construction safety preferredExperienceMinimum 10-12 years of progressive HSE experience, with at least 5 years in leadership rolesProven track record managing HSE on large-scale data centre, industrial, or critical infrastructure projectsExtensive experience with construction phase safety management and contractor coordinationDemonstrated success implementing HSE management systems from project inceptionTechnical KnowledgeDeep understanding of data centre construction hazards including electrical systems, cooling infrastructure, raised floor installations, and MEP coordinationThorough knowledge of local HSE regulations and international standards (ISO 45001, ISO 14001, OSHA, IFC/World Bank EHS Guidelines)Proficiency in risk assessment methodologies, incident investigation techniques, and HSE auditing protocolsFamiliarity with data centre design standards and critical environment operationsSkills & CompetenciesStrong leadership presence with ability to influence at all organizational levelsExcellent communication and presentation skills for diverse stakeholder engagementAnalytical mindset with data-driven decision-making capabilitiesCultural awareness and ability to work effectively in multicultural project environmentsProficient in HSE management software, reporting tools,
