Position Title: Consultant Policy & Legal Advocacy
Number of Positions: 1
1. Role Overview
The Consultant – Policy & Legal Advocacy will support ICDIA in advancing its policy, legal, regulatory, and advocacy priorities through comprehensive research, analysis, stakeholder engagement, and strategic advocacy initiatives.
The role will involve analysing relevant policies, legislation, and regulatory developments; developing evidence-based policy recommendations; providing legal and regulatory inputs; supporting advocacy strategies; and engaging with policymakers, government stakeholders, institutions, and other relevant stakeholders.
The incumbent will work closely with internal teams and external stakeholders to support the development and implementation of effective policy and legal advocacy initiatives aligned with ICDIA’s strategic objectives and broader Digital Public Infrastructure (DPI) priorities.
2. Key Responsibilities
2.1 Policy Analysis & Development
- Conduct thorough research and analysis of relevant policies, legislation, regulations, and regulatory issues.
- Develop evidence-based policy recommendations and advocacy strategies aligned with ICDIA’s organizational objectives.
- Monitor and assess emerging policy trends, legislative developments, and regulatory changes that may impact ICDIA’s mission and initiatives.
- Identify policy gaps, emerging opportunities, and areas requiring strategic policy intervention.
- Prepare analytical inputs and recommendations to support informed organizational decision-making.
2.2 Advocacy & Representation
- Represent ICDIA in relevant meetings, forums, consultations, conferences, and stakeholder discussions with policymakers, government representatives, institutions, and other influential groups.
- Develop and maintain effective relationships with key decision-makers, policymakers, government stakeholders, advocacy groups, and other relevant stakeholders.
- Support advocacy initiatives aimed at advancing ICDIA’s policy positions and strategic priorities.
- Advocate for ICDIA’s positions through appropriate and effective strategic communication and stakeholder engagement.
- Identify and support opportunities for meaningful policy dialogue and institutional collaboration.
2.3 Legal Research & Support
- Provide legal and regulatory analysis and support for policy initiatives and advocacy efforts.
- Review and interpret relevant legislation, regulations, legal documents,
policy frameworks, and other regulatory instruments.
- Analyse legal and regulatory developments and provide relevant inputs to inform advocacy strategies.
- Assist in the preparation of legal briefs, policy papers, position papers, consultation responses, reports, and other relevant documents.
- Support internal teams with research-based legal and regulatory inputs on matters relevant to ICDIA’s mandate.
2.4 Strategic Planning & Implementation
- Collaborate with internal teams to align policy and advocacy initiatives with organizational goals, strategic priorities, and key objectives.
- Develop and support the implementation of advocacy plans, including identification of key stakeholders, targets, engagement approaches, and strategies.
- Identify opportunities for strategic policy engagement and stakeholder collaboration.
- Monitor the progress and effectiveness of advocacy initiatives and recommend improvements where required.
- Evaluate advocacy outcomes and refine strategies based on emerging developments, stakeholder feedback, and organizational priorities.
2.5 Communication & Outreach
- Prepare and deliver presentations, policy briefs, reports, briefing notes, and other communications for internal and external stakeholders.
- Develop outreach materials and communication initiatives to create awareness and build support for relevant policy and advocacy efforts.
- Communicate complex policy, legal, and regulatory matters in a clear, concise, and effective manner.
- Coordinate with relevant media and public relations teams, wherever required, to effectively communicate and amplify advocacy messages.
- Support stakeholder consultations, workshops, conferences, and other outreach initiatives related to policy and legal advocacy.
2.6 Training & Capacity Building
- Provide training, guidance, and knowledge support to staff and partners on policy, legal, regulatory, and advocacy-related matters.
- Support the development and delivery of knowledge-sharing sessions, workshops, and capacity-building initiatives.
- Build the capacity of ICDIA and its partners to engage effectively in policy and legal advocacy.
- Develop relevant knowledge resources, guidance materials,
and reference documents to support institutional learning and capacity building.
3. Educational Qualifications
- Bachelor’s degree in Public Policy, Law, Political Science, or a related field.
- Master’s degree in Public Policy, Law, Political Science, or a related field.
4. Experience Required
- Minimum 5 years of professional experience in policy analysis, legal advocacy, public policy, regulatory affairs, or a related field.
- Demonstrated experience in conducting policy and legal research and translating research findings into actionable recommendations.
- Proven track record of contributing to or successfully supporting advocacy campaigns, policy initiatives, stakeholder engagement, and policy influence.
- Experience in working with policymakers, government stakeholders, regulatory bodies, institutions, advocacy groups, or similar organizations would be relevant.

7. Age Criteria
30–45 years (preferred).
8. Compensation (CTC)
Final CTC will be determined based on the candidate’s experience, expertise, suitability for the role, and applicable organizational policies.
