Job Summary
We are looking for an experienced Procurement Manager to lead and manage the procurement function for construction and real estate projects. The role will be responsible for developing procurement strategies, sourcing materials and services, negotiating with vendors, managing contracts, ensuring timely deliveries, controlling costs, and maintaining quality standards.
The ideal candidate should have solid experience in construction materials, MEP procurement, subcontracting, vendor management, rate negotiations, project procurement planning, and commercial evaluation.
Key Responsibilities
1. Procurement Strategy & Planning
- Develop and implement procurement strategies aligned with project budgets, schedules, specifications, and business objectives.
- Prepare project-wise procurement plans based on BOQ, drawings, specifications, project schedules, and material requirements.
- Identify long-lead and critical materials and ensure timely procurement.
- Establish procurement schedules in coordination with project, planning, commercial, and finance teams.
- Monitor procurement costs against approved budgets and identify cost-saving opportunities.
2. Sourcing & Vendor Management
- Identify, evaluate, pre-qualify, and onboard reliable suppliers, manufacturers, contractors, and subcontractors.
- Develop and maintain a strong vendor database for construction materials, equipment, and services.
- Conduct market research to identify competitive pricing, new suppliers, alternative materials, and emerging market trends.
- Evaluate vendor capabilities, financial stability, quality standards, capacity, delivery performance, and past project experience.
- Build long-term strategic relationships with key suppliers and contractors.
3. Purchase & Commercial Negotiations
- Manage the complete procurement cycle from RFQ/RFP to PO/Work Order/Contract.
- Obtain and analyze quotations from multiple vendors and prepare commercial comparison statements.
- Lead negotiations on price, payment terms, credit period, delivery schedules, warranties, taxes, escalation clauses, and other commercial terms.
- Ensure procurement is carried out within approved budgets and authorization limits.
- Review purchase orders, work orders, rate contracts, and supply agreements before release.
- Negotiate annual/long-term rate contracts for frequently purchased materials.
4. Construction Material Procurement
Manage procurement of major construction and project requirements, including:
- Cement, concrete, RMC and aggregates
- Steel and reinforcement materials
- Bricks, blocks and AAC blocks
- Waterproofing and construction chemicals
- Tiles, marble, granite and other flooring materials
- Plumbing and sanitaryware
- Electrical materials and equipment
- HVAC systems and equipment
- Fire-fighting systems
- Elevators and vertical transportation
- Doors, windows and faade materials
- Paints, coatings and finishes
- Furniture, fixtures and fittings
- DG sets, pumps and other MEP equipment
- Safety materials and construction consumables
5. Subcontractor & Service Procurement
- Source and negotiate with civil, finishing, MEP, faade, landscaping, interior, waterproofing, HVAC, electrical, plumbing, and other specialist subcontractors.
- Evaluate technical and commercial proposals in coordination with relevant departments.
- Negotiate subcontract rates, scope, milestones, retention, warranties, penalties, and payment terms.
- Monitor subcontractor performance in coordination with project teams.
6. Cost Control & Value Engineering
- Identify opportunities for cost reduction without compromising quality, specifications, or project timelines.
- Benchmark material and subcontractor rates against current market prices.
- Work with design and project teams on value engineering and alternative material proposals.
- Analyze historical procurement data to improve future project budgets.
- Track savings achieved through negotiations, alternate sourcing, bulk purchasing, and rate contracts.
7. Delivery & Project Coordination
- Ensure materials and services are delivered as per project requirements and agreed schedules.
- Coordinate with project/site teams, stores, planning, quality, finance, and vendors to resolve procurement-related issues.
- Track purchase orders and pending deliveries.
- Escalate delays and take corrective action to avoid project disruption.
- Monitor inventory levels for critical and high-value materials.
8. Quality & Compliance
- Ensure procurement complies with approved technical specifications, quality standards, drawings, and project requirements.
- Coordinate with the QA/QC team for material approvals and vendor inspections where required.
- Ensure procurement processes comply with company policies, approval matrices, statutory requirements, and contractual obligations.
- Maintain proper documentation, purchase records, comparative statements, approvals, contracts, and vendor records.
9. Team Management
- Lead and mentor the procurement team.
- Allocate responsibilities and monitor team performance.
- Establish procurement KPIs and performance metrics.
- Improve procurement processes, systems, and reporting mechanisms.
- Ensure timely and accurate procurement MIS and management reporting.
Experience
- 8-12 years of relevant procurement experience.
