Role Purpose

The PMU Head will provide overall leadership, strategic direction and operational control for the Project Monitoring Unit established for monitoring the Skill Training Programme. The role will ensure that programme implementation is carried out in accordance with approved targets, timelines, quality standards, contractual requirements and service-level commitments.

The PMU Head will act as the principal coordination and monitoring interface between all programme stakeholders, ensuring timely implementation, accurate reporting, issue resolution and achievement of measurable programme outcomes.

Key Roles & Responsibilities

- Provide overall leadership, supervision and management of the PMU and ensure effective deployment and utilisation of the PMU team.
- Serve as the primary point of coordination with stakeholders.
- Develop, review and approve programme monitoring frameworks, SOPs, checklists, reporting formats, escalation mechanisms and implementation trackers.
- Review course-wise and district-wise targets, batch calendars, commencement schedules and overall programme implementation plans.
- Monitor programme progress against approved physical and financial targets and initiate corrective action wherever implementation falls behind schedule.
- Conduct periodic programme reviews covering mobilisation, registration, training, assessment, certification, internship, placement and beneficiary outcomes.
- Ensure identification and escalation of delayed, under-enrolled, low-attendance or non-performing batches and oversee preparation of appropriate catch-up/action plans.
- Monitor the performance of district teams and ensure effective coordination with nodal officers, training centres and field-level stakeholders.

Training & Batch Monitoring

The PMU Head will supervise end-to-end batch monitoring from approval to completion, including:

- Review of approved curricula, training hours and job-role alignment.
- Verification of training plans and district-wise allocation.
- Monitoring of batch commencement and course progress.
- Monitoring trainee participation, attendance, dropouts and absenteeism.
- Review practical training delivery and trainer availability.
- Monitor beneficiary grievances relating to training.
- Ensure documentary and photographic evidence is maintained.
- Review exception reports relating to delayed batches, low attendance, high dropout, trainer absence and incomplete documentation.
- Ensure completion of prescribed training hours before assessment and certification.

Beneficiary Registration & Validation

- Ensure establishment and adherence to a structured beneficiary-validation process.
- Monitor verification of beneficiary identity, registration/membership, relationship eligibility, age, education, course eligibility, district details and supporting documents.
- Ensure duplication and prior-benefit checks are undertaken.
- Coordinate with district authorities for pending beneficiary approvals and verification.
- Track rejected, pending, duplicate and document-deficient applications.
- Ensure adherence to prescribed service-level timelines for beneficiary validation.

MIS, Dashboard & Data Management





- Oversee establishment and operation of the centralised programme MIS and dashboard.
- Ensure timely, accurate and complete data capture across all programme components.
- Review dashboards and analytical reports relating to beneficiary registrations, district/course targets, batches, attendance, assessments, certifications, placements, grievances, documentation and payment milestones.
- Ensure regular reconciliation between MIS data and supporting records.
- Monitor data accuracy, completeness and SLA compliance.
- Use dashboard analytics to identify programme risks, deviations and performance trends.
- Present data-driven management insights and recommendations to client.

Assessment & Certification Monitoring

- Review assessment-due lists and assessment schedules.
- Ensure trainee eligibility is verified prior to assessment.
- Coordinate with Skill Training Partner and assessment agencies.
- Monitor assessor deployment and assessment attendance.
- Review results and unsuccessful candidates.
- Monitor reassessment requirements.
- Track certificate generation and issuance.
- Escalate delays in assessment and certification.
- Maintain district-wise and course-wise assessment/certification performance reviews.

Placement & Outcome Monitoring

Provide leadership and oversight to the Placement Expert for:

- Course-wise employer mapping.
- Vacancy identification and employer engagement.
- Placement-drive planning and monitoring.
- Candidate counselling and interview preparation.
- Interview participation tracking.
- Offer-letter verification.
- Joining confirmation.
- Internship monitoring.
- Beneficiary and employer feedback.

Documentation, Compliance & Payment Verification

- Ensure scrutiny and verification of all programme records before recommending milestone achievement or payment.
- Monitor verification of beneficiary documents, attendance records, training-progress records, assessment/certification documents, placement records, acknowledgements, bills, invoices and milestone evidence.
- Ensure MIS-to-document reconciliation.
- Direct sampling, field verification and beneficiary confirmation wherever required.
- Review exceptions, discrepancies and document deficiencies.
- Ensure clarifications and deficiencies are resolved within prescribed timelines.
- Provide the final PMU recommendation for approval, withholding or rejection of claims/milestones, as appropriate.
- Maintain complete audit trails for all recommendations.

Performance & Quality Management

- Establish and periodically review a Skill Training Partner Performance Scorecard.
- Monitor key indicators covering mobilisation, batch implementation, training quality, assessments, certifications, placements, documentation, MIS compliance, grievance management and financial compliance.




- Identify indicators below benchmark and undertake root-cause analysis.
- Recommend and monitor corrective-action plans.
- Review improvement after corrective interventions.
- Ensure programme implementation maintains transparency, accountability and measurable outcomes.

Grievance & Beneficiary Management

- Supervise beneficiary engagement and grievance-redressal systems.
- Review grievances received through the call centre and other channels.
- Ensure classification and escalation of routine and critical complaints.
- Monitor resolution within prescribed service standards.
- Analyse grievance trends to identify systemic implementation issues.
- Ensure beneficiary feedback is incorporated into programme improvement measures.

Reporting & Stakeholder Management

The PMU Head shall:

- Conduct weekly/monthly programme-review meetings.
- Prepare and present executive summaries, progress reports and exception reports.
- Submit implementation forecasts and performance assessments to client
- Highlight key risks, bottlenecks and dependencies requiring management intervention.
- Provide recommendations supported by verified data and documentary evidence.
- Maintain appropriate communication and escalation mechanisms among stakeholders.
- Ensure important decisions and action points are documented and tracked to closure.

Team Management Responsibilities

The PMU Head will lead the PMU team comprising the MIS Expert, Placement Expert, District Coordinators, Call Centre Executives and Data Entry Operators, ensuring clear allocation of responsibilities, timely reporting and accountability.

The PMU Head should also:

- Set individual/team deliverables and reporting timelines.
- Review daily and weekly work plans.
- Monitor district coordinator performance.
- Ensure adequate coordination between MIS, placement, field-monitoring and beneficiary-support functions.
- Provide guidance on complex cases and operational issues.
- Escalate manpower/performance concerns when necessary.
- Promote a culture of accuracy, transparency, responsiveness and outcome orientation.

Qualification

Essential: Graduate/Postgraduate degree in Management, Engineering, Technology, Public Administration, Social Sciences, Development Studies or a related discipline.

Preferred: MBA / PGDM / M.Tech or equivalent postgraduate qualification, particularly with exposure to Project Management, Programme Management or Development Sector programmes.

Experience

- 10+ years of overall skilled experience, preferably with significant experience in project/programme management.
- Minimum 5 years in a leadership or managerial capacity involving large-scale programme monitoring or implementation.
- Experience in Government / PSU / Skill Development / Education / Training / livelihood or social-sector projects will be preferred.
- Demonstrated experience in managing multidisciplinary and geographically distributed teams.
- Experience in MIS, dashboards, data analysis, compliance monitoring and management reporting.
- Experience working with Government departments, implementation agencies and multiple external stakeholders would be desirable.

Pay: ₹480,000.00 - ₹720,000.00 per year
