Qualification: master’s degree in Monitoring and Evaluation, Development Studies, Economics, Statistics, Public Policy, Social Sciences, Environmental Studies, Natural Resource Management, or another relevant field.

Job Summary

We are seeking an experienced Senior MEL Expert to develop and operationalize the Monitoring, Evaluation and Learning (MEL) framework for the SLPI Phase II project. The expert will be responsible for developing indicator guidelines, measurement methodologies, aggregation protocols, and reporting frameworks based on the finalized Results Framework (Logframe). The role will also involve collaborating with technical teams to translate MEL requirements into functional specifications for a Digital MEL System.

Key Roles and Responsibilities

- Develop comprehensive MEL Indicator Guidelines defining measurement methodologies, data sources, calculation methods, reporting frequency, and verification requirements for all impact and outcome indicators.
- Develop an aggregation protocol aligned with the finalized SLPI Phase II Results Framework (Logframe), ensuring consistency and comparability of data across operational landscapes.
- Define indicator definitions, baselines, targets, disaggregation requirements, and data quality standards.
- Identify and document the data collection, validation, aggregation, and reporting requirements of the Project Management Unit (PMU), government partners, and Landscape Partners.




- Conduct stakeholder consultations to understand existing data collection practices, reporting workflows, and monitoring requirements.
- Establish standardized procedures for data collection, evidence submission, validation, review, approval, and reporting.
- Collaborate with Business Analysts, System Analysts, and software development teams to translate MEL frameworks into digital system requirements, workflows, dashboards, and reporting formats.
- Support the design of indicator-level data structures, aggregation logic, monitoring dashboards, and analytical reports for the Digital MEL System.
- Develop data quality assurance protocols and procedures for verification, consistency checks, and reliable reporting.
- Prepare technical documentation, indicator reference sheets, reporting templates, and user guidelines.
- Provide technical guidance and capacity-building support to project partners on MEL methodologies, indicator measurement, and digital reporting processes.

Required Skills and Competencies

- Strong expertise in Monitoring, Evaluation and Learning frameworks, Results-Based Management (RBM), and Logframe development.
- Have at least ten years of qualified experience in monitoring, evaluation, results-based management, indicator design, Logframe development, data-quality assurance, and results aggregation for international development programmes.
- Experience with sustainable landscapes, naturalresource governance, climate change, sustainable commodities, or territorial development shall be considered an advantage.

Pay: ₹1,200,000.00 - ₹1,600,000.00 per year
