Role & responsibilities

A. Real Estate Legal Advisory & Transactions

- Title Due Diligence: Lead legal due diligence for land acquisition in Telangana, including verification of Dharani portal records, MeeBhoomi extracts, encumbrance certificates, and 22-A/22-B prohibitory lists.
- Contract Management: Draft, vet, and negotiate complex agreements including Sale Deeds, Development Agreements, Joint Development Agreements (JDA), Leave & License agreements, and Construction Contracts under Indian and Telangana-specific frameworks.
- Litigation Management: Strategize and manage real estate litigation before Telangana High Court, City Civil Courts, and special tribunals. Coordinate with external counsel on land disputes, contractor claims, and landowner conflicts.
- RERA Compliance: Ensure compliance with the Real Estate (Regulation and Development) Act, 2016, and Telangana RERA Rules. Handle project registrations, quarterly updates, and represent the company before TS-RERA Authority.
- Land Use Conversion: Manage legal processes for land use conversion (agricultural to non-agricultural), Change of Land Use (CLU) permissions, and NALA conversions as applicable in Telangana.

B. Liaisoning & Regulatory Approvals (Telangana Focus)

- HMDA Approvals: Secure building plan approvals, layout permissions, and development permissions from the Hyderabad Metropolitan Development Authority (HMDA).
- GHMC Liaisoning: Coordinate with the Greater Hyderabad Municipal Corporation (GHMC) for building permissions, occupancy certificates (OC), and trade licenses within municipal limits.
- DTCP Coordination: Liaise with the Directorate of Town and Country Planning (DTCP) for approvals in peri-urban and non-HMDA areas.
- Revenue Department Liaisoning: Handle matters with the Telangana Revenue Department including land registration, mutation, and survey settlements.
- Other Approvals: Secure NOCs from Telangana State Pollution Control Board (TSPCB), Fire Services, Airport Authority (for height clearances), and other statutory bodies.
- Government Relationship Management:



Maintain robust working relationships with officials across HMDA, GHMC, TS-RERA, Revenue, and DTCP to facilitate timely approvals and resolve bottlenecks.

C. Compliance & Risk Management
- Statutory Compliance: Ensure compliance with Telangana Land Revenue Act, Registration Act, Stamp Act (Telangana amendments), and local building bye-laws.
- Dharani & MeeBhoomi Monitoring: Proactively track land records and encumbrance status through Telanganas digital platforms to identify risks early.
- Risk Mitigation: Identify legal risks specific to Hyderabads real estate market (e.g., assigned lands, inam lands, government land encroachments) and advise management on mitigation strategies.
- Documentation: Maintain a robust repository of all legal documents, approvals, and correspondence with Telangana authorities.

Preferred candidate profile Key Skills & Competencies

- Domain Expertise: Extensive knowledge of Telangana land laws, HMDA/GHMC regulations, RERA, Transfer of Property Act, and Indian Contract Act.
- Liaisoning Network: Established network and proven track record of working with senior officials in HMDA, GHMC, TS-RERA, Revenue Department, and DTCP.
- Negotiation Skills: Expert ability to negotiate with landowners, government officials, and external counsel.
- Drafting Skills: Exceptional drafting skills for legal notices, writ petitions, and complex commercial contracts.
- Strategic Thinking: Ability to align legal strategy with business objectives in Hyderabad’s competitive real estate market.

Qualifications

- Education: Bachelor’s Degree in Law (LL.B.) from a recognized university. (LL.M. in Real Estate or Corporate Law preferred).
- Bar Council: Valid registration with the Bar Council of Telangana (or eligibility to practice in Telangana).
- Experience: Minimum 15 years of post-qualification experience, with at least 8-10 years specifically in Hyderabad/Telangana real estate development and liaisoning.
- Industry Background: Prior experience in Telangana-based Real Estate Developers, Infrastructure Companies, or Law Firms specializing in Telangana property law is mandatory.
