Entity - MNC Pharmaceutical Company
Location - Ahmedabad, Gujarat, India
Reports to Finance & Administration Manager
Employment Type - Full-time, permanent
Work model
Head Office/ On site
About the role
Our Client is a pharmaceutical company with manufacturing operations in India. As the Gujarat plant moves from construction into equipping and ramp-up, we plan to buy over 95% of our capital goods from Indian suppliers under an Export Promotion Capital Goods (EPCG) Authorisation, with invalidation letters / Advance Release Orders (ARO) issued for domestic sourcing, and to recover the GST paid as a deemed-export refund under Rule 89 of the CGST Rules.
We are looking for a documentation specialist to own the paperwork behind this structure end to end: the EPCG application, vendor documentation, GST refund claims, installation certificates and export obligation monitoring.
Subsequent to completion of CAPEX, the person will be assigned role of full time Accounts and Finance Senior Executive responsible for day-to-day accounting and finance work.
Key responsibilities
EPCG Authorisation and invalidation
- Prepare and file Form ANF-5A on the DGFT portal with the full capital goods list, including the request for invalidation for domestic sourcing.
- Coordinate the Chartered Engineer's nexus certificate covering every item, including utilities and installations (HVAC, clean room, water systems, ETP/STP, electrification, IT) that attract closer scrutiny.
- Keep description, specification, quantity and HSN code consistent across the Authorisation, vendor invoice and Chartered Engineer certificate.
- Track the Authorisation's procurement validity and apply for any extension before it lapses.
Procurement control and vendor documentation
- Operate the internal control gate: no purchase order for scheme equipment is released until the vendor-specific Invalidation Letter / ARO is in hand.
- Ensure every pro-forma invoice, purchase order and tax invoice cites the Authorisation number/date and the Invalidation Letter / ARO number/date.
- Collect and verify, for each vendor and supply: GST registration, pro-forma invoice, purchase order, tax invoice (GST charged, no LUT/Bond), Rule 89(1) undertaking, Statement 5B, proof of receipt of goods, delivery challan / installation report / warranty card, and the CA certificate on non-availment of double benefit.
- Obtain the Rule 89(1) undertaking on who claims the refund (Client as recipient or the vendor as supplier) before the first invoice is raised, so that no claim is filed twice.
- Check GST rates charged against HSN classification and flag any variance from the 18% assumed in the CapEx Budget.
- Work with the Procurement / Purchase (CapEx) team so that vendor quotations and contracts carry the EPCG references from the start.
GST refund claims
- Prepare the refund application (Form GST RFD-01) and annexures under Rule 89 and the CBIC circular on deemed-export refunds, for whichever party is the claimant.
- Track each claim through filing, deficiency memos, replies and sanction, within statutory timelines.
- Maintain a refund tracker by CapEx head showing GST paid,
claim filed, refund received and amount at risk, split into assured, subject-to-nexus and non-eligible heads, and report it to the Finance Department monthly.
Installation and post-procurement compliance
- Arrange the Installation Certificate (independent Chartered Engineer) and file it with the RA.
- Maintain the actual-user record for each item during the export obligation period.
Export obligation monitoring
- Maintain a compliance calendar tracking the Specific Export Obligation and the Average Export Obligation separately.
- Ensure the Authorisation number is endorsed on shipping bills and export invoices; reconcile export realisations against the obligation each quarter.
- File export obligation fulfilment and redemption applications, and evaluate early redemption once the thresholds are met.
- Warn management early of any shortfall, since duty recovery with 15% interest and GST exposure run from the date of procurement.
Accounting and finance
- Record purchase and sales bookings accurately and on time, including CapEx purchase invoices and sales invoices, with correct ledger, cost-centre and GST/TDS treatment, and with supporting documents attached.
- Maintain bank accounting: record daily receipts and payments, prepare monthly bank reconciliation statements, and follow up on unreconciled or outstanding items.
- Pass journal entries (adjustments, provisions, accruals, reclassifications and rectifications) with proper narration and supporting documents, for review by the Finance & Administration Manager.
- Apply the correct TDS rates and sections and GST rates (including HSN/SAC-wise rates and input tax credit eligibility) on vendor and service transactions, and flag variances before booking.
- Support TDS and GST compliance: calculation, deduction and timely deposit of TDS, quarterly TDS returns and certificates, GSTR-1 and GSTR-3B filing, and GSTR-2B / books reconciliation.
- Maintain the fixed asset register and calculate and book depreciation as per the Companies Act and Income Tax Act, including capitalisation of CapEx items and additions, disposals and transfers during the year.
Process, compliance and reporting
- Build and maintain a complete, indexed file (physical and digital) for the Authorisation and each vendor transaction, ready for audit by DGFT, Customs or GST officers.
- Support internal and external audits, and coordinate with the external Chartered Accountant, Chartered Engineer and customs/GST consultant.
- Provide a monthly status report to the Finance & Administration Manager: applications, AROs, POs released, refunds claimed and received, open queries and risks.
- Contribute to the definition and continuous improvement of EPCG and deemed-export procedures and checklists for the site.
Required profile
Education Qualification
Graduate or Post Graduate in Commerce, Law or Management from a reputed educational institute; CA Inter, CMA Inter, CS or MBA (Finance) preferred.
Experience
- Minimum 3–6 years of experience in EPCG / Advance Authorisation / DGFT documentation and GST refund filing (RFD-01), in an industrial or manufacturing environment.
- Hands-on experience for submission with the DGFT Regional Authority, including applications, queries and redemption.
- Prior experience in a pharmaceutical, medical devices or other regulated manufacturing exporter is preferred.
- Experience with deemed-export supplies and invalidation letters / AROs, or with documentation for a plant construction or greenfield project, is a plus.
- Proven ability to work with cross-functional stakeholders (finance, procurement, engineering, stores, external advisers) and to chase documents through to closure.
Technical
- Working knowledge of Foreign Trade Policy 2023, the Handbook of Procedures, CGST Act and CGST Rules.
- Understanding of HSN classification and its effect on GST rates and Authorisation descriptions.
- Comfortable using the DGFT portal and GST portal and reading vendor invoices and contracts for compliance points.
- Working knowledge of day-to-day accounting (purchase and sales booking, bank and journal entries, depreciation) and of current TDS and GST rates and compliance requirements.
- Proficient in Advanced Excel for trackers and reconciliations; experience with an ERP is a plus.
- Understanding of import / export processes, shipping bills and customs procedures is a plus.
Languages
- English — excellent, professional working proficiency, spoken and written.
- Hindi — excellent, professional working proficiency, spoken and written.
- Gujarati — excellent, professional working proficiency, spoken and written.
Other
- Based in Ahmedabad, Gujarat, or willing to relocate there, with the ability to be present on site.
- Willingness to travel occasionally to the Regional Authority, Customs/GST offices and suppliers.
Nice to have
- Direct experience of EPCG applications with indigenous sourcing (invalidation / ARO) for a greenfield project.
- Experience closing EPCG export obligations and obtaining redemption or EODC.
Who we are looking for
- Meticulous. A mismatch in one HSN code, PO reference or date can cost a refund. You check every document against the Authorisation before it goes out.
- Disciplined on sequence. You hold the line that no purchase order is released before the Invalidation Letter / ARO, even under project pressure.
- Comfortable with a blank page. The EPCG file, checklists and trackers are still to be built, not just maintained.
- Persistent. You follow up with vendors, consultants and government offices until the document is in hand.
- Structured and audit-ready. You leave behind a clean, indexed trail that an officer can follow without asking you.
- Autonomous but connected. You will often be the only person on site handling this work; you run independently while staying aligned with the Finance & Administration Manager.
What we offer
- End-to-end ownership of EPCG and GST refund documentation for a strategic, greenfield pharmaceutical plant, with a project value that makes the role visible to management.
- A direct working relationship with the Finance & Administration Manager, with real influence on how the process is set up.
- An opportunity to further develop into finance in a dynamic and fast growing organisation
- Compensation aligned with experience and with the Gujarat market for comparable profiles.
