About the Role

We are looking for an experienced International Blue-Collar Recruitment & Business Development Manager with strong experience in recruitment, staffing and overseas manpower solutions, particularly across the Gulf / Middle East market.

The ideal candidate should have hands-on experience in blue-collar and semi-skilled recruitment, along with an established network of overseas employers, recruitment agents, sub-agents and sourcing partners. The candidate will be responsible for generating international manpower requirements, developing client relationships and managing recruitment coordination from demand generation to candidate deployment.

Key Responsibilities

- Develop and maintain relationships with overseas employers, contractors, manpower companies and end clients.
- Build and manage a strong network of recruitment agents, sub-agents and manpower sourcing partners.
- Generate new overseas manpower requirements, particularly from Gulf / Middle East markets.
- Handle blue-collar and semi-skilled manpower requirements across various trades.
- Manage requirements for profiles such as Electricians, Plumbers, Masons, Drivers and other skilled/semi-skilled workers.
- Source candidates through recruitment partners, agent networks and direct sourcing channels.
- Understand client requirements including trade, experience, salary, accommodation, working hours and employment conditions.




- Coordinate with sourcing partners for timely candidate mobilization.
- Negotiate commercial terms and recruitment arrangements with clients and sourcing partners.
- Maintain a strong pipeline of international manpower requirements and candidate sources.
- Coordinate with internal recruitment and documentation teams for screening, interviews, trade tests and deployment.
- Monitor candidate submissions, selections, recruitment targets and deployments.
- Develop new clients, markets and sourcing channels for international manpower business.

Must-Have Experience
- 4–10 years of experience in Recruitment, Staffing, Overseas Manpower or International Recruitment.
- Strong hands-on experience in Blue-Collar and Semi-Skilled Recruitment.
- Experience in Gulf / Middle East manpower recruitment is strongly preferred.
- Existing network of overseas employers, recruitment agents, sub-agents or sourcing partners.
- Experience handling international manpower requirements from demand generation through selection and deployment coordination.
- Positive understanding of Gulf / Middle East recruitment processes and manpower requirements.
- Strong client acquisition, business development and relationship-management skills.
- Strong communication, negotiation and follow-up skills.
- Ability to independently generate current international manpower requirements and develop recruitment business.

Preferred Background Candidates with a background in Recruitment & Staffing, Overseas Manpower, International Recruitment or Manpower Consultancy, with strong exposure to Gulf / Middle East markets and Blue-Collar manpower recruitment, will be preferred.
