Position: CHIEF PRODUCT OFFICER (CPO)

Location: Recent Delhi (Head Office)

Reports to: MD & CEO / COO

About CSC SPV

CSC e-Governance Services India Limited (CSC SPV) is the Special Purpose Vehicle set up under MeitY to implement the Common Services Centres (CSC) scheme, Indias largest assisted digital-service delivery network. Through over 5 lakh CSCs run by Village Level Entrepreneurs (VLEs), largely at the Gram Panchayat level, CSC delivers government (G2C), banking and financial-inclusion, insurance, Aadhaar, health, education, agriculture, skilling and commercial (B2C) services to citizens in rural and underserved India, primarily through the Digital Seva Portal (DSP).

The Role

CSC SPV is moving from a predominantly project/service-led technology model to an integrated, platform-led and product-centric operating model, anchored in the 2026 - 2029 DSP modernisation programme. The CPO will own CSCs enterprise product strategy, portfolio, platform vision and product operating model, and will turn CSCs diverse services into a unified, API-first, data-driven platform that makes every VLE more productive and every citizen transaction simpler, faster and more trusted.

Key Responsibilities

1. Enterprise Product Strategy & Portfolio

- Define CSC’s product vision, multi-year roadmap and investment priorities, aligned with Digital India objectives and CSC SPV’s Board-approved business plan.
- Rationalise the portfolio of G2C, B2C, financial-inclusion and partner services; consolidate duplicate applications into reusable enterprise capabilities.
- Run lifecycle governance across discover, build, launch, scale, modernise and retire, with business cases covering adoption, cost-to-serve, VLE earnings, ROI and commercial potential.

2. Digital Seva Portal (DSP) & Platform Modernisation

- Own the product outcomes of the DSP modernisation, including the Payment Platform and a unified identity and access layer, in partnership with the CTO/CIO and engineering teams.
- Drive a modular, API-first, open-standards and cloud-agnostic architecture that avoids vendor lock-in and scales for national peak loads.
- Build shared building blocks: VLE and citizen identity and profiles, wallet and payments, service catalogue, partner onboarding, consent, notifications, workflow, grievance and analytics.
- Reduce the time to onboard a new department or partner service from months to weeks through standard APIs, SDKs and self-service onboarding.

3. Digital Public Infrastructure & Ecosystem Partnerships

- Integrate and maximise the value of India’s DPI, including Aadhaar/e-KYC, UPI,

AePS, BBPS, DigiLocker, API Setu, UMANG, ONDC, Bhashini and ABDM, across CSC services.
- Structure product integrations with central ministries, State departments, banks, insurers and private partners with clear SLAs, service standards and revenue-sharing models.

4. VLE, Citizen & Stakeholder Experience

- Treat the VLE as the primary user and the citizen as the end beneficiary; design for speed at the counter, fewer steps, fewer failures and higher VLE earnings.
- Deliver mobile-first, multilingual journeys that work in low-bandwidth and intermittent-connectivity settings, compliant with GIGW 3.0 and accessibility standards.
- Institutionalise VLE and citizen insight through field research, VLE feedback panels, helpdesk and grievance analytics, and usage telemetry.

5. Regulatory Compliance, Security & Trust

- Embed privacy- and security-by-design in line with the DPDP Act, 2023 and Rules, the IT Act, 2000, CERT-In directions and MeitY cloud and data-localisation guidelines.
- Ensure regulated services (e-KYC, BC/banking, payments, insurance, pension) meet the requirements of UIDAI, RBI, NPCI, IRDAI, PFRDA and other regulators.
- Build fraud, risk and misuse controls into product design, with complete audit trails for statutory audits, internal audits and government reviews.

6. Product Operating Model, Governance & Vendor Management

- Establish the product organisation: Product Owners for each portfolio, cross-functional squads, clear decision rights, roadmaps and outcome-based KPIs/OKRs.
- Run periodic enterprise Product Reviews with the MD & CEO covering adoption, business impact, technology health, risk, investment and roadmap.
- Translate product needs into clear specifications and outcome-based SLAs for RFPs and system integrators, consistent with GFR and procurement norms, and hold vendors to delivery outcomes.

7. Innovation, AI & Data

- Set up a structured discovery and innovation pipeline, with rapid pilots in selected districts and States before national scale-up.
- Deploy practical AI where it helps VLEs and citizens, such as vernacular voice assistance, document verification, scheme-eligibility discovery, fraud detection and helpdesk automation, with defined business outcomes and responsible-AI safeguards.

- Build a product analytics and data foundation on consented, well-governed data.

8. Launch, Adoption & Commercialisation

- Lead go-to-market for new services with business, State teams, CSC Academy and marketing, covering VLE training, activation and adoption campaigns.
- Identify current digital services, partnership models, monetisation opportunities and sustainable unit economics for CSC SPV and its VLEs.
- Track adoption, active VLEs, transaction volumes, revenue, cost-to-serve and citizen satisfaction.

Key Success Measures (First 24 Months)

- DSP modernisation milestones delivered on schedule, with no critical security or privacy incidents.
- Measurable growth in active VLEs, transactions per VLE and VLE earnings.
- Shorter partner/service onboarding times and lower transaction failure rates.
- Platform availability and performance meeting defined SLAs, including during peak loads.
- A rationalised portfolio with clear product ownership, roadmaps and KPIs.

Ideal Candidate

Essential

- 15+ years in product, technology or digital platforms, including at least 5 years in senior product leadership as CPO / Head of Product / SVP or VP Product / Chief Digital Officer / Head of Digital Platforms, or equivalent.
- Proven record of building and scaling large transactional digital platforms serving millions of users and/or high transaction volumes, preferably through an assisted, agent-led or phygital distribution model.
- Strong understanding of cloud, APIs, microservices, distributed systems, data platforms, cybersecurity, DevSecOps and AI/ML, with enough depth to challenge architecture choices while keeping clear accountability between Product and Engineering.
- Experience transforming project/service-led environments into product/platform-led organisations.
- Strong product strategy, portfolio management, user experience and commercial orientation, with the ability to engage senior government officials, regulators, partners and Boards.
- Bachelor’s / Master’s degree in Engineering, Technology or Computer Applications, or equivalent; MBA/PGDM / PhD desirable.

Desirable

- Experience in fintech/payments, agent banking or BC networks, DPI, telecom, e-commerce/marketplaces, identity platforms, SaaS, logistics, or rural/Bharat-focused and vernacular platforms.
- Hands-on exposure to Aadhaar, UPI, AePS, DigiLocker or ONDC integrations, and to regulated sectors.
- Working knowledge of Hindi and an understanding of rural India’s service-delivery realities.
- Government experience is not mandatory; experience with large institutional, regulated or multi-stakeholder ecosystems is advantageous.
