1. Key Responsibilities of the BL (Bill of Lading) Department

- Document Verification & Matching: Comparing the Bill of Lading (or Air Waybill) against the commercial invoice and packing list. They cross-check critical details like the consignee name, total piece count, gross weight, container number, and product descriptions to eliminate errors before customs filing.
- Collection of Delivery Orders (DO): For import shipments, this department coordinates with shipping lines to pay local handling charges and secure the Delivery Order, which authorizes the port or Container Freight Station (CFS) to release the physical container. [1, 2]
- Manifest Monitoring: Tracking the Import General Manifest (IGM) or Export General Manifest (EGM) filed by the shipping lines. The BL department ensures that the data on the BL matches the shipping line's manifest to avoid customs queries or financial penalties.
- Drafting and Release Management: For exports, they verify the draft Bill of Lading provided by the shipping line against the approved Shipping Bill to ensure the final document is error-free before dispatch

- Core Responsibilities of the Wider CHA / Customs Broker Team
- Customs Declarations & Portal Filing: Electronically preparing and filing the Bill of Entry for imports (to explicit goods into the country) or the Shipping Bill for exports via government portals like India's ICEGATE system.
- HS Code Classification & Valuation: Classifying cargo under the correct Harmonized System (HS) code. This step dictates the accurate legal assessment of customs duties, taxes, or eligibility for preferential trade agreements.
- Coordinating Physical Inspection: Liaising directly with customs officers on-site if a container is flagged for physical examination, cargo stuffing/de-stuffing, or sampling.
- Regulatory Liaison: Ensuring the shipment complies with allied government agencies—such as checking for required import/export licenses, Bureau of Indian Standards (BIS) certifications, or clearing restricted goods protocols.
