Job Description

Project Finance and Billing Manager

Experience: 7–10 years | Function: Finance

About VE3

VE3 is an IT consulting business operating across the UK and India. We deliver IT consulting engagements, technology implementation projects and managed services for public-sector and commercial clients, supported by our own products and solutions. Our engagements include time-and-materials, fixed-price and recurring service contracts.

The opportunity

We are looking for a hands-on Project Finance and Billing Manager to own project financial tracking, client invoicing and accounts receivable across our UK and India IT consulting operations. You will connect consulting delivery to accurate revenue reporting, timely invoices and cash collection, giving leadership a clear view of profitability and financial risks by engagement and client.

You will work directly with project managers, account owners and client finance teams. This role requires someone who can investigate the detail, challenge incomplete information and follow issues through to resolution. It is an individual contributor role with responsibility for coordinating the process across teams.

Requirements

Key responsibilities

Project setup and financial control

- Translate signed contracts and statements of work into project budgets, rate cards, billing schedules, milestone plans and purchase-order records.

- Maintain accurate project and customer records, including the billing entity, currency, payment terms, invoice contacts and submission requirements.

- Monitor contract and PO values, expiry dates, approved changes and remaining funding; escalate gaps before they delay billing or expose VE3 to unapproved work.

Project accounting and profitability

- Track consulting revenue, consultant and contractor costs, expenses and other delivery costs by engagement; explain actual and forecast margin movements.

- Review approved consultant timesheets, utilisation, resource allocations and cost completeness with delivery teams; identify missing, incorrectly coded or non-billable effort.

- Prepare monthly project revenue calculations, accrued and unbilled revenue, deferred-revenue schedules and supporting journals for finance review under agreed accounting policies.

- Maintain forecasts of remaining delivery costs and expected completion margins; flag overruns, scope changes, revenue leakage and loss-making work.

Billing and cash collection

Client invoicing

- Run the billing calendar for time-and-materials, fixed-price milestones and recurring managed services, ensuring invoices follow contractual terms.

- Obtain approved timesheets, milestone acceptance and other evidence from delivery teams; resolve missing approvals promptly.

- Prepare and issue authorised invoices through the required client portals or channels, using the correct legal entity, currency, PO and approved tax treatment.

- Track invoice submission and acceptance, investigate rejections and maintain a clear record of invoice status and supporting evidence.

- Prepare credit-note and rebilling requests with documented reasons and obtain the required approval before processing.

Accounts receivable and credit control

- Own the aged-receivables report and collection schedule; contact client accounts payable teams professionally and record payment commitments.

- Investigate overdue balances, short payments and disputed invoices, coordinating resolution with account owners and delivery managers.

- Reconcile customer accounts and allocate receipts using confirmed bank information; investigate unapplied cash with the wider finance team.

- Escalate overdue debt and broken payment commitments through agreed routes; provide evidence for decisions on provisions, write-offs or service restrictions.

- Maintain a rolling forecast of customer receipts, explaining collection risks and differences between expected and actual cash received.

Reporting and collaboration

- Provide weekly reporting on invoices due, billing blockers, overdue debt, collection actions and expected receipts.

- Produce monthly project finance reporting covering revenue, actual and forecast margin, unbilled balances, PO headroom and aged debt.

- Lead regular financial reviews with project managers and account owners, agreeing actions, owners and deadlines.

- Keep UK and India entity records distinct and support agreed intercompany cost allocations and reconciliations with the finance lead.

- Improve workflows and reporting in Microsoft Dynamics 365 Finance and Excel, reducing manual errors and maintaining an accessible audit trail.
