About the organisation. DIHOC-CARE9 Ghana Limited is a sovereign joint venture between DIHOC (Defence Industries Holding Company Ltd., under Ghana’s Ministry of Defence) and Izatech Labs Pvt. Ltd., Hyderabad, trading as CARE9.
ROLE SUMMARY
The General Manager is CARE9’s senior in-country executive for Ghana, accountable to the CEO/Managing Director for the operational performance of all three divisions — the Central Laboratory, Pharmaceutical supply chain, and super-specialty clinical services — across the national spoke network. The role owns delivery against the launch programme (organisational build-out, regulatory clearance, and the transition to full operations) and, post-launch, owns unit economics, service quality, and the operating discipline.
KEY RESPONSIBILITIES
▪ Operational command. Own day-to-day operations across the Central Diagnostic Laboratory, Pharma supply chain, and super-specialty clinical services; hold divisional heads accountable to targets set with the CEO/MD.
▪ Launch delivery. Drive the organisation build-out to plan; ensure divisional heads and full operations are in place against the target; escalate slippage with a recovery plan, not a status update.
▪ Regulatory and compliance ownership. Ensure all SKUS have FDA Ghana product registration, HeFRA facility licensing, NHIA credentialing and tariff mapping, Pharmacy Council, GhNAB (ISO 15189)
and GIPC/GRA requirements are tracked to closure; personally own any item at risk of slipping the launch date.
▪ Financial and commercial performance. Manage the Ghana P&L; against the approved capital programme; own NHIA reimbursement cycles, pharmaceutical margin, and laboratory referral volume; report variance to the Managing Director with corrective action, not explanation alone.
▪ Supply chain integrity. Ensure every unit moving through CARE9HUB is authenticated end-to-; maintain the WHO-GMP / WHO-PQ manufacturer base and dual-sourcing discipline; hold consignment and sell-through cycles.
▪ Stakeholder management. Serve as CARE9’s principal operational point of contact with the Ministry of Defence, Ministry of Health, NHIA, and the launch hospital partners; represent the company in public-sector engagement alongside the management.
▪ People leadership. Build and retain the Ghana team across clinical, laboratory, supply-chain and corporate functions; own workforce planning against the documented scarcity risk in clinical and laboratory staffing.
CANDIDATE PROFILE
Required
▪ 10+ years in senior hospital, diagnostics, or pharmaceutical supply chain operations, with at least 5 years in a general management or country-head role.
▪ Direct experience standing up or running multi-site healthcare operations in Ghana or West Africa.
▪ Working knowledge of Ghana’s health regulatory environment — FDA Ghana, NHIA, HeFRA, Pharmacy Council — or an equivalent regulated-market track record.
▪ P&L; ownership at a comparable scale; demonstrated ability to run a business against a capital programme and reimbursement-based revenue.
▪ Fluent English;
Preferred
▪ Background in clinical operations (ISO 15189 environment) or pharmaceutical group purchasing.
▪ Exposure to hub-and-spoke or multi-country healthcare expansion models.
▪ Existing relationships within Ghana’s Ministry of Health, NHIA, or the private hospital sector.
▪ MBA or equivalent postgraduate qualification in health management, business administration, or a related field.
WHAT SUCCESS LOOKS LIKE
▪ First 12 months. Organisation build-out complete to plan; regulatory clearances closed or on a tracked path with no items at risk; full operations achieved against the target date. Ghana P&L; performing to the approved capital programme; NHIA reimbursement cycle operating without material delay; laboratory, pharma and clinical divisions each meeting their individual operating targets.
▪ Ongoing. Ghana operates as a reference-quality template — documented, auditable, and ready to be replicated in the first Phase 2 ECOWAS market.

Benefits:
- Cell phone reimbursement
- Flexible schedule
