Bharat Edlabs, based in Ambala, designs, supplies and installs scientific education equipment and laboratory infrastructure for educational institutions. Its portfolio includes science and mathematics laboratory equipment, and the development of AI labs and science labs in schools and similar institutions. A significant part of the company's business comes from competitive government tenders floated by education departments, school education societies, autonomous bodies and allied agencies.
2. Purpose of the Role
The Liaison Officer is the company's primary representative in the assigned markets. The role owns the full government business cycle: finding opportunities early, building credible relationships with the departments that plan and procure, leading each bid from decision to submission, coordinating delivery once an order is won, and making sure the company is paid on time. The incumbent is expected to convert market presence and knowledge into a steady, profitable order pipeline.
3. Key Responsibilities3.1 Market and Opportunity Intelligence
- Track tenders, empanelments, rate contracts and expressions of interest across the assigned markets on GeM, state e-procurement portals, central and state education department websites, and official gazettes and notices.
- Identify upcoming requirements early, before formal tender publication, through department contacts, annual procurement plans and scheme guidelines.
- Maintain a live chance tracker covering department, scheme, estimated value, timelines, eligibility and bid / no-bid status.
- Prepare periodic market assessments, with recommendations on where the company should focus its effort.
3.2 Government Relationship Management
- Build and sustain professional, transparent relationships with officials in education departments, state project offices, school education societies, directorates, district education offices, and related bodies in the assigned markets.
- Represent the company in meetings, product demonstrations, pre-bid conferences, exhibitions and departmental events.
- Position the company's products and lab models (science labs, AI labs, tinkering and STEM spaces) with decision-makers, and gather their feedback on specifications and needs.
- Maintain a contact database and a log of every interaction and follow-up.
3.3 Competitor Monitoring
- Track competitor participation, pricing trends, winning bids, specifications offered, empanelments and delivery performance in each market.
- Study awarded tenders and publicly available award data to understand price benchmarks and L1 patterns.
- Feed this intelligence into bid pricing and strategy, and share a short competitor update with management each month.
3.4 Schemes, Policy and Budget Tracking
- Keep current with central and state education schemes and policy directions that drive spending on laboratories, STEM, digital and AI education, such as Samagra Shiksha, PM SHRI Schools, Atal Tinkering Labs, and state-level initiatives.
- Track budget announcements, annual work plans and approvals (PAB), and fund releases to states and districts, and translate these into specific business opportunities and timelines.
- Monitor changes in procurement rules, GeM policies, eligibility norms (such as MSME, Make in India and startup preferences) and notify management of their impact.
3.5 Tender and Bidding Management (End to End)
- Lead the bidding process from the bid / no-bid decision to final submission, coordinating with the finance, technical, procurement and legal functions.
- Study tender documents in detail: scope, technical specifications, eligibility criteria, evaluation method, payment terms, penalty and liquidated damages clauses, and submission timelines.
- Prepare, compile and verify all technical and financial documents, including EMD / bid security, performance guarantees, certifications, OEM authorisations, experience certificates, financial statements and compliance forms.
- Raise and track pre-bid queries, attend pre-bid meetings and push for specification corrections where required.
- Coordinate costing and price finalisation with management, and submit bids well before deadlines on the relevant portals.
- Follow up through technical evaluation, sample or demonstration rounds, financial opening, negotiation and issue of the award or purchase order. Handle clarifications, representations and, where needed, appeals or grievance procedures.
- Maintain a complete, auditable record of every bid, whether won or lost, and conduct post-bid reviews for lost tenders.
3.6 Order Execution and Delivery Coordination
- On award, review contract terms and brief the operations, procurement, logistics and installation teams on scope, delivery schedule and obligations.
- Coordinate dispatch, delivery, installation, commissioning and training at schools or designated sites, in line with the contract timelines.
- Obtain delivery challans, installation reports, inspection and acceptance certificates, and any other documents required for payment.
- Act as the point of contact for the client department on delivery issues, replacements, shortages and complaints, and resolve them promptly.
3.7 Payment Follow-up and Collections
- Submit invoices and claim documents complete and correct, so payment is not delayed on technical grounds.
- Follow up with accounts and drawing and disbursing officers, and with department and PFMS or treasury processes, to ensure timely release of payments, security deposits, EMD refunds and performance guarantee releases.
- Maintain a receivables tracker with ageing and escalate delayed payments to management with a clear action plan.
3.8 Reporting and Internal Coordination
- Submit a weekly activity and pipeline report and a monthly performance review to management.
- Work closely with the sales, technical, finance and logistics teams, and give accurate input for planning, forecasting and inventory.
- Safeguard company confidential information, including pricing and bid strategy.
