Owns day-to-day HSE implementation and enforcement on the NAIA site a high-rise oceanfront residential development on Prabhadevi's coastline. Drives statutory compliance, permit-to-work discipline, contractor and worker safety, welfare and environmental controls on the ground, and is the first responder in any site emergency. Carries authority delegated by the Head – HSE to stop any unsafe activity on site and to escalate what cannot be resolved at site level.
Scope of Responsibility
Accountable for day-to-day HSE performance on the NAIA site. The responsibilities below are indicative, not exhaustive, and cover all HSE matters arising on the project, whether or not expressly listed, subject to direction from the Head – HSE.
1. Statutory Compliance – Site Level
- Maintain site registers, licences, permits and records under BOCW Act and Maharashtra Rules, Contract Labour Act, Employees’ Compensation Act, ESIC and EPF to evidentiary standard, ready for inspection at any time.
- Notify the corporate HSE cell in advance of licence, registration or permit renewals falling due on site.
- Maintain the statutory safety officer ratio on site and keep training, medical and inspection records current.
- Support ISO 45001 / 14001 certification audits with site evidence, records and corrective-action closure.
2. High-Rise Safety Engineering & Enforcement
- Inspect and enforce temporary works, formwork (Mivan / jump form), facade, scaffolding and suspended access against approved method statements and engineering sign-off.
- Verify lifting gear certification, tower crane and hoist operator competence, and adherence to critical lift plans before any lift proceeds.
- Enforce falling-object controls – nets, catch fans, chutes, edge protection and exclusion zones – and suspend crane, facade and scaffold work when wind-speed or weather thresholds are breached.
- Issue and control permits to work – height, hot work, confined space, excavation, energised electrical and lifting – including gas testing and rescue-plan verification before issue.
- Run daily and weekly site safety inspections and toolbox talks; close findings against named owners and dates, and escalate repeat or high-risk non-conformities to the Head – HSE.
3. Contractor, Labour & Welfare
- Enforce the HSE standard set for contractors on site; refuse mobilisation of any contractor or workforce that fails induction, PPE or competence requirements.
- Control site access – no entry without induction, identity verification and, for high-risk work, verified competence at the gate.
- Inspect labour accommodation, sanitation, drinking water, canteen hygiene and women workers’ facilities on a fixed cycle and report deficiencies for closure.
- Support HR in extending POSH awareness and hazard-reporting channels to the contract workforce on site.
4. Worker Health & Emergency Care
- Operate and staff the site OHC / first-aid station; ensure readiness for trauma,
falls, electrical injury and heat-stress cases.
- Maintain the tie-up with the nearest empanelled hospital and keep ambulance access and evacuation routes transparent at all times.
- Coordinate health surveillance – vision and vertigo checks for height work, audiometry, and respiratory screening – and flag findings for reassignment decisions.
- Control on-site exposure to dust, noise, vibration and heat through engineering controls first, PPE as the last line of defence.
5. Environment
- Implement site-level dust suppression, wheel-washing, barricading and covered material transport.
- Segregate, store and dispatch C&D; waste under manifest to approved disposal facilities; prevent informal dumping by any subcontractor.
- Monitor noise levels against silence-zone and night-work limits, and control dewatering discharge and sediment on site.
- Feed site data into the MPCB consent and clearance register maintained by the corporate HSE cell.
6. Systems, Training & Safety Culture
- Deliver induction, toolbox talks, task-specific training and emergency drills against the site competence matrix.
- Complete and keep current the HIRA and JSA for all active high-risk work on site; revise on any change of method or condition.
- Keep near-miss reporting genuinely open on site – a fall in reported near-misses without a matching fall in exposure is treated as under-reporting, not improvement.
- Apply the DuPont Bradley Curve at site and contractor-crew level – read where each crew currently sits (Reactive, Dependent, Independent or Interdependent) and select toolbox talks, supervision and recognition to move it forward; expect newly mobilised crews to reset toward Reactive and re-baseline them.
7. Incident Management & Emergency Response
- First responder to any site incident – secure the scene, initiate first aid and evacuation, and activate the site Emergency Response Team.
- Immediately inform the Head – HSE and Project Manager of any incident, near-miss or authority visit; statutory notification decisions and communication to family and authorities rest with the Head – HSE.
- Preserve the scene and evidence for investigation; support root-cause analysis and track corrective actions to closure on site.
- Participate in and help drill the site Crisis Management Plan and Emergency Response Team, including rescue-at-height and confined-space scenarios.
8. Reporting Reports HSE performance on the NAIA site – leading and lagging indicators, inspection and audit findings,
training status and incident data – to the Head – HSE on the agreed frequency, and to the Project Manager for site coordination.
Authority & Decision Rights
- Authority to stop any activity on the NAIA site that risks life or limb or breaches statute, pending review by the Head – HSE.
- Authority to refuse site access to any individual or crew that fails induction, PPE or competence checks.
- Authority to halt lifting, facade or height work where weather thresholds, permit conditions or certification are not met.
- Escalates, rather than decides alone, any matter involving statutory notification, contractor termination or commercial HSE penalties – these remain with the Head – HSE.
Qualifications & Skills
- B.E. / B.Tech or Diploma (Civil or Mechanical) with NEBOSH IGC / ADIS or equivalent HSE qualification.
- 7+ years in construction HSE, with hands-on experience on a high-rise residential or large commercial development.
- Working knowledge of BOCW and Maharashtra Rules, Contract Labour Act, Employees’ Compensation Act, ESIC, and applicable MPCB and waste / noise regulations.
- Practical grounding in high-rise safety engineering – temporary works, lifting and vertical logistics, and permit-to-work systems.
- Familiarity with the DuPont Bradley Curve or an equivalent safety-culture framework, and comfort coaching site supervisors and contractor crews.
- Comfortable holding a stop-work position under site pressure; working proficiency in English, Hindi and Marathi.
Key Performance Indicators Weightings total 100%, assessed over the financial year, in line with the corporate HSE scorecard.
- 25% – Leading indicators: inspection coverage, HIRA/JSA coverage of active high-risk work, permit compliance, near-miss reporting rate against target, findings closed on time.
- 20% – Statutory compliance: site registers, licences and safety-officer ratio current; nil notice or authority stop-work order.
- 15% – Training & competence: induction completed before site entry, high-risk certifications current, drill programme completed.
- 15% – Lagging indicators: zero fatality; LTIFR, TRIR and severity improving against baseline, read alongside reporting rate.
- 10% – Environmental compliance: dust, noise, waste and discharge controls within limits on site; nil environmental notice.
- 10% – Welfare & emergency preparedness: accommodation/canteen audit scores, ERT drill and response times, medical response time.
- 5% – Culture maturity: measured movement of site crews along the Bradley Curve against baseline.
Working Relationships Internal: Head – HSE, Project Manager and site engineering team, Design & Coordination, MEP, Contracts, HR and IR, corporate HSE cell.
External: BOCW authority, DISH, municipal corporation, CFO, MPCB, police and traffic police, contractors, third-party inspection agencies, and the empanelled hospital for the NAIA site.
