: SR. IT MANAGER

Position: Sr. IT Manager

Function: Information Technology

Location: Lucknow, Uttar Pradesh

Reports To: IT Head / Senior Management

Experience: 10 15 years

Employment Type: Full-time, Permanent

ROLE SUMMARY The Sr. IT Manager is the senior technology owner for GVK EMRI’s Uttar Pradesh operations, based in Lucknow.

The role has three parts: deep ownership of relational databases and data systems, full understanding of how every IT system fits together, and responsibility for deciding what new technology the organisation should adopt and seeing it implemented. The Sr. IT Manager sets the IT roadmap, leads the IT team (including team leads and managers) and is accountable for the uptime, security and performance of systems used in emergency dispatch, vehicle tracking and operations reporting.

KEY RESPONSIBILITIES

- Technology Strategy and Roadmap: Review the current IT landscape, identify gaps, risks and obsolete systems, and recommend what new technologies, tools and upgrades should be implemented. Build the business case with cost, benefit and risk, and present it to senior management for approval.
- Implementation Ownership: Lead current IT projects from evaluation and pilot to state-wide rollout, with clear timelines, budgets and success measures.
- Database and Data Architecture: Own the design, performance, security, availability and growth of the relational databases (such as SQL Server, MySQL, PostgreSQL or Oracle) that hold dispatch, GPS/vehicle, workforce and operations data. Set standards for schema design, indexing, query tuning, backup, recovery, replication and access control.
- Enterprise Systems Architecture: Maintain an end-to-end view of all systems (dispatch/CAD, IVR/telephony, GPS/AVL, MIS applications, servers, networks, connectivity) and how they integrate. Keep architecture and system documentation current, and lead troubleshooting for issues that cut across systems.

- Infrastructure Management: Plan capacity and manage servers, networks, server rooms, cloud/on premise environments and connectivity across the state HQ, zonal and district offices.
- Uptime, Security and Continuity: Be accountable for 24x7 availability of mission-critical systems. Own the disaster recovery and business continuity plans and test them regularly. Enforce IT security policies, access controls, audit readiness and government/PPP data-handling requirements.
- MIS, Analytics and Reporting: Own the data pipelines, reports and dashboards used by Operations leadership for vehicle, shift, workforce and performance tracking; improve data quality and reduce manual reporting.
- Integration and Automation: Lead integration between GPS, dispatch and MIS systems, and the automation of manual tracking and reporting work.
- IT Budget and Vendor Management: Prepare and manage the IT budget. Manage vendors for hardware, telecom/connectivity and software; negotiate contracts and SLAs, and review vendor performance.
- Team Leadership: Lead, mentor and review the performance of IT managers, system administrators and support engineers across zones and districts. Plan team structure and 24x7 coverage, define roles, and build the skills of the team.
- Stakeholder Collaboration: Work with Operations leadership to turn field needs into IT solutions. Give regular status, risk and performance reports to senior management.

REQUIRED QUALIFICATIONS

- B.Tech/B.E. in Computer Science, IT or a related field, or MCA. is a plus.

- Certifications such as Microsoft/Oracle database certification, ITIL, CCNA/CCNP, a cloud certification or PMP are an added advantage.

REQUIRED EXPERIENCE

- 10 – 15 years of IT experience, including at least 4 – 5 years in a managerial role leading an IT team.
- Mandatory: Strong hands-on and design-level experience with relational databases and SQL, including administration, performance tuning, backup/recovery and high availability.
- Mandatory: Strong understanding of the full IT stack: networks, servers, cloud/on-premise environments, security, and business continuity and disaster recovery.
- Mandatory: Proven record of evaluating new technology, building the business case and delivering the implementation.
- Experience managing IT budgets and vendor contracts.
- Experience managing teams across multiple locations.
- Experience in emergency services, healthcare, logistics, transportation, call centres or other 24x7 mission-critical operations is strongly preferred.
- Exposure to GPS/vehicle tracking, dispatch/CAD or IVR/telephony systems is preferred.
- Working knowledge of reporting and dashboard tools.
- Mandatory: Based in Lucknow or willing to relocate; willing to travel to zonal and district offices across Uttar Pradesh as needed.

REQUIRED COMPETENCIES

- Functional: Database administration and data architecture, systems architecture, IT infrastructure management, IT security and disaster recovery, project delivery, budgeting, vendor management, data and MIS reporting.
- Behavioral: Strategic and analytical thinking, leadership and team management, stakeholder communication, ownership under 24x7 pressure, and sound judgement on technology choices.

WHAT WE OFFER

- The chance to shape and run the technology behind a large emergency response network in Uttar Pradesh.
- A mission-driven organisation where technology directly supports saving lives.
