Key Expert – Expert in Qualified Code of Conduct for Nursing Practice (Cat. II)

Project: Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.

Implementation Period: 14 months (indicative end date: 9 February 2028)

NTU International is currently identifying qualified experts for the EU-funded project “Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.”

The assignment aims to support the institutional strengthening and governance capacities of the Syrian Ministry of Health, contributing to more effective institutional performance, evidence-based decision-making, accountability and sustainable capacity development.

In this context, we are seeking a highly qualified Key Expert – Expert in Professional Code of Conduct for Nursing Practice (Cat. II) to provide technical assistance in the development and strengthening of professional codes of conduct, ethical frameworks and institutional standards governing nursing practice within the Syrian healthcare system.

The expert will contribute to strengthening professional accountability, ethical decision-making, patient and beneficiary protection, and the alignment of nursing practice with relevant national and international ethical standards.

Qualifications and Skills Required

- Master's degree in Nursing, Health Administration, Public Health, Health Law, Qualified Ethics, or a related discipline.
- Doctorate in any of the above-mentioned fields, or professional certifications in Professional Ethics, Project Management (PMP, PRINCE2) or Strategic Planning.




- Excellent communication and interpersonal skills, including the ability to facilitate and manage consultative sessions with diverse stakeholders.
- Strong analytical capacity to examine legal and ethical frameworks, draw conclusions, and formulate evidence-based recommendations.
- Ability and willingness to travel to governorates and collect data, if required.

General Professional Experience

- Minimum 10 years of professional experience in Public Health, Nursing, Health Planning, or Health Policy Development.

Specific Skilled Experience

- Proven experience in developing professional codes of conduct, ethical frameworks for health practice or beneficiary protection policies in collaboration with governmental or international entities (minimum 3 prior projects).
- Deep understanding of the health, legal and administrative context in Syria, including challenges facing the health sector and institutional structures (Ministry of Health, syndicates, Syrian Board).
- Extensive familiarity with the ICN Code of Ethics, WHO standards, and health ethics in humanitarian contexts.
- Experience in preparing funding proposals for international donors.

Language Requirements

- Arabic: High proficiency in professional writing, including the preparation of technical reports, professional codes of conduct and funding proposals – mandatory.
- English: High proficiency in professional writing, including the preparation of technical reports, professional codes of conduct and funding proposals – mandatory.
