- Vendor empanelment, pre-qualification and performance rating (quality, timelines, safety, compliance)
- Tender and comparative-statement evaluation, with negotiation support
- Work order and rate contract finalisation
- KPIs: % of vendors rated each quarter, rate savings vs. budget, vendor on-time delivery %

2. Billing certification (RA and final bills)

- Measurement verification and joint measurements at site
- Certification of running account bills against BOQ, work order and actual progress
- Control of extra items, deviations and rate analysis
- Reconciliation of material issued vs. consumed (cement, steel, etc.)
- KPIs: bill certification turnaround (e.g. within 5-7 days), % of bills with disputes or rework, variance between certified and actual quantities

3. Cost control and budget adherence

- Project cost vs. approved budget tracking
- Cost-to-complete forecasting and variance reporting
- Escalation, price variation and claim management
- KPIs: cost variance %, wastage % against norms, number of unapproved cost overruns

4. Contract and commercial compliance

- Adherence to contract terms: retention, advances, penalties, liquidated damages, defect liability
- Statutory deductions (TDS, GST, labour cess) and compliance documentation




- Claim and dispute resolution
- KPIs: compliance audit score, claims settled within the timeline, zero statutory penalties

5. Project execution and progress

- Alignment of billing with physical progress and milestones
- Schedule monitoring and recovery plans for delays
- KPIs: schedule adherence %, milestone achievement vs. plan, billing-to-progress ratio

6. Quality, safety and statutory compliance

- Quality checks before certifying work
- Site safety and regulatory approvals
- KPIs: NCR closure rate, safety incident rate, approvals obtained on time

7. Coordination and reporting

- Coordination with the finance and accounts, procurement, planning, legal and sales teams
- Monthly MIS: billing status, vendor outstanding, pending certifications, cost position
- KPIs: MIS submitted on time, inter-department query resolution time

8. Team leadership

- Guiding site engineers, quantity surveyors and billing engineers
- Training on measurement standards, billing norms and documentation
- KPIs: team appraisal completion, billing error rate in the team’s submissions

Pay: ₹50,000.00 - ₹60,000.00 per month
