Role Overview :

- A Formulation Plant Machinery Purchase Engineer (often termed an Engineering Procurement / Capex Purchase Engineer) is a specialized techno-commercial skilled. They bridge the gap between technical engineering teams and suppliers to procure critical process machinery and utilities for formulation facilities (most commonly found in the pharmaceutical, chemical, cosmetics, and food processing industries)

Role Objective :

- To lead the end-to-end techno-commercial procurement of process equipment, heavy machinery, utilities,



and engineering services for greenfield, brownfield, or plant expansion projects. The ultimate goal is ensuring cost-efficiency, strict regulatory compliance, and alignment with project timelines. Balancing technical specifications (cGMP, ASME, etc.) with commercial optimization (cost, payment terms, and delivery schedules)

Job Profile:

Sourcing & Equipment Procurement:

- Procure core process machinery depending on the factory type. For example, in a pharma oral solid dosage (OSD) formulation plant, this includes Granulation lines, Compression machines, Coating machines, Fluid Bed Dryers (FBD), Blenders, Capsule fillers, and high-speed Packaging lines.
- Procure plant utilities & secondary equipment including HVAC systems, pure steam generators, water purification plants (purified water/WFI systems), pumps, valves, piping, compressors, and gearboxes.
- Manage procurement of standard catalog equipment as well as highly customized, engineered-to-order machinery.

Techno-Commercial Evaluation:

- Review engineering drawings, User Requirement Specifications (URS), and Technical Data Sheets alongside project teams.
- Float Requests for Quotation (RFQs) to qualified domestic and international original equipment manufacturers (OEMs).
- Prepare comprehensive Technical Bid Evaluations (TBE) and Commercial Bid Evaluations (CBE)



to map vendor bids against plant requirements.

Vendor Management & Negotiation:

- Identify, audit, and qualify global and local machinery manufacturers based on capacity, capability, and compliance.
- Conduct high-stakes negotiations regarding asset pricing, warranty conditions, annual maintenance contracts (AMC), and milestones.
- Formulate legal vendor contracts, defining performance penalties and late-delivery implications.

Project Coordination & Execution:

- Track the complete Purchase Requisition (PR) to Purchase Order (PO) lifecycle using ERP software like SAP.
- Coordinate directly with plant project managers to align equipment delivery dates with civil and mechanical structural timelines on-site.
- Oversee material logistics, customs clearances for imported machinery, and adhere to global trade rules (INCOTERMS).
- Assist engineering teams during the Factory Acceptance Test (FAT) at the vendor site and Site Acceptance Test (SAT) during installation.

Desired Profile :

- BE / B.Tech + Materials Management Certification is with 3 to 5 years experience in handling capital expenditure (Capex) procurement within a manufacturing or process industry.
- Deep understanding of regulatory compliances specific to the formulation industry (e.g., FDA, cGMP, and data integrity guidelines for pharmaceutical plants; ASME and CE standards for pressure vessels and machinery safety
