Job Summary

We are looking for a detail-oriented Billing Engineer – BOQ to manage project billing, quantity estimation, measurement verification, and preparation of bills for construction projects. The candidate will be responsible for preparing and reviewing BOQs, interim payment bills, contractor bills, and final bills while ensuring accuracy in measurements, quantities, rates, and project costs. The ideal candidate should have strong knowledge of civil construction, quantity surveying, and billing documentation.

Key Responsibilities

- Prepare, review, and verify the Bill of Quantities (BOQ) for construction projects.
- Calculate quantities of civil, structural, finishing, and other construction works as per drawings and specifications.
- Prepare client bills, contractor bills, running account (RA) bills, and final bills.
- Verify site measurements and quantities executed against approved drawings and BOQ items.
- Conduct quantity take-offs from architectural, structural, and civil drawings.
- Coordinate with site engineers, project managers, contractors, and consultants for billing-related requirements.
- Check contractor invoices, measurement sheets, and supporting documents before processing payments.
- Prepare rate analysis, quantity comparisons, and cost estimates for project activities.
- Monitor variations, extra items, deviations, and additional work against the approved BOQ.
- Maintain records of measurements, bills, work orders, purchase orders, and payment certificates.
- Assist in preparing tender BOQs, quotations, and cost estimates.
- Track project expenditure and compare actual quantities and costs with budgeted amounts.
- Identify discrepancies in measurements, rates, and billing documents and resolve them with the concerned teams.
- Ensure timely submission of client bills and follow up on certification and payment status.




- Prepare reconciliation statements for materials and executed quantities where required.
- Maintain proper documentation for audits and project records.
- Use AutoCAD drawings, Excel sheets, and billing software to prepare accurate quantity and cost calculations.
- Ensure billing activities comply with contractual terms, project specifications, and company procedures.

Requirements

- Diploma or Bachelor's degree in Civil Engineering preferred.
- 2–5 years of experience in billing engineering, quantity surveying, or construction estimation.
- Strong knowledge of BOQ preparation, quantity take-offs, RA bills, and final billing.
- Ability to read and interpret architectural, structural, and civil drawings.
- Knowledge of construction materials, specifications, measurement methods, and rate analysis.
- Proficiency in MS Excel and working knowledge of AutoCAD.
- Familiarity with billing or project management software is an advantage.
- Understanding of contracts, work orders, variations, and payment certification procedures.
- Solid numerical, analytical, and problem-solving skills.
- Excellent documentation, coordination, and time-management abilities.
- Ability to coordinate with site teams, contractors, consultants, and clients.
